Attorney Advisor – Legislation and Appropriations (GS 14/15)

The Office of General Counsel seeks an attorney-advisor for its legal team in the Washington, DC, headquarters location with substantial experience in Federal fiscal law, Federal administrative law, and Federal legislative practice to provide expert legal advice on fiscal and other matters related to the Small Business Act, Small Business Investment Act, and other statutes related to carrying out SBA’s programs and activities. The work also involves researching statutory authorities, regulations, legal precedents and other sources and performing legal analysis to determine appropriate solutions, draft proposals, recommendations and decisional items. The incumbent will assist in developing and reviewing rulemakings, information collection requests, and various policy and procedural documents, and keep abreast of legal, legislative, regulatory and policy developments affecting the SBA, and communicate findings to appropriate agency personnel. Applicants must be licensed and have 5+ years of relevant experience, good interpersonal communication, computer, research, and writing skills.
ATTORNEY – LITIGATON (2 Year Term Appointment)

The Office of Litigation and Claims is seeking attorneys for a two-year term appointment for its legal team in the Washington, DC, headquarters to handle appeals of Agency determinations on Paycheck Protection Program (PPP) forgiveness and the increase in Freedom of Information Act (FOIA) requests and cases stemming from the PPP and Economic Injury Disaster Loan (EIDL) program. Legal resources are also needed to support a growing number of civil fraud cases relating to these two programs.
ATTORNEY – GENERAL LAW (2 Year Term Appointment)

The position is a 2-year term appointment, and the incumbent will have the responsibility of litigating cases before administrative judges at the MSPB, EEOC, OSC, FLRA, and arbitrators as well as other forums. The incumbent will also provide legal advice and assistance in preparing and implementing disciplinary (adverse) and performance actions; reviewing program material, notices, standard operating procedures and the like from Agency clients for legal sufficiency; and work with the Agency’s Office of Human Resources and the Office of Diversity, Inclusion and Civil Rights regarding allegations and/or findings of discrimination, fact finding inquiries, and/or violations of merit principles.
