The Congressional Research Service (CRS) seeks a senior level executive to serve as the Counselor to the Director. CRS works exclusively for the United States Congress, providing objective, nonpartisan analysis to committees and Members of both the House and Senate.
This position is located within CRS’s Office of the Counselor to the Director (COU). Functional units within this office include Legal Affairs and Labor Management and the Congressional Services Section.
The person selected for the position will serve as the principle legal and policy advisor to the CRS Director, Deputy Director, and members of the Research Policy Council and will lead the Office in examining and defining policy and legal questions and issues affecting all aspects of the Service and managing the labor relations programs consistent with the CRS mission.
The incumbent will plan, develop, and coordinate matters relating to CRS policies, particularly as they affect the Service’s relationship with congressional clients and other legislative support agencies and maintain effective working relationships with various high-ranking individuals, including Members of Congress and their staff, on issues of concern to the Service.

The Congressional Research Service (CRS) works exclusively for the United States Congress, providing objective, nonpartisan research and analysis to committees and Members of the House and Senate. The CRS American Law Division (ALD) seeks a senior manager to serve as Deputy Assistant Director and Specialist. The selectee will support the Assistant Director in managing ALD, which addresses all legal questions that arise in a legislative context or are otherwise of interest to Congress. Some issues relate to the institutional prerogatives of Congress under the Constitution. Other questions involve constitutional and legal principles of statutory analysis that cross legislative policy areas, such as federalism, commerce powers and individual rights. ALD also focuses on the intricacies of legal precedent and statutory construction as they relate to business, crime, the environment, civil rights, international law and other issues. CRS reports and memoranda, while not legally binding, are used by Members and committees of Congress in their legislative deliberations and decision making.

This is a non-litigating position emphasizing qualifications and interest in legal research and writing in a public service legislative context. Candidates with research experience in and broad general knowledge of legal issues regarding criminal law in particular and American public law in general; who demonstrate strong research, writing, and oral communication skills; and who possess a portfolio of high quality legal analytical writing are encouraged to apply. Experience as a judicial clerk will be beneficial.
The position’s primary focus is the broad area of criminal law. However, given ALD’s relatively small staff and the breadth of issues ALD covers for Congress, candidates must also be capable of working in a number of different areas of the law and have the intellectual curiosity to seek out and maintain a broad portfolio of legal issues.
