Attorney-Advisor, U.S. Dept. of Commerce, Commercial Law Development Program

The Commercial Law Development Program (CLDP) of the Office of General Counsel is seeking individuals with exceptional analytical, organizational and interpersonal communication skills to join our outstanding team of international technical assistance Attorney-Advisors. CLDP’s mission is commercial legal reform: CLDP helps developing countries improve the policy, legal, and regulatory conditions for doing sustainable business, thereby creating better economic opportunities for local entrepreneurs and American companies doing business overseas. CLDP provides training, advisory and consultative services to host country governments.

The attorney serving in this position has the opportunity to engage in cutting-edge legal reform work around the globe. As an Attorney-Advisor, s/he will consult with foreign government officials; assess development needs and barriers to investment; and design, implement and evaluate legal reform technical assistance programs that meet the host countries’ economic development needs and are in line with US policy goals. CLDP’s team of Attorney-Advisors nimbly advise on the range of commercial legal reforms, and this position is to meet our growing energy and infrastructure practice in the Indo-Pacific region.

For this position:

  • Prior experience with Energy, Project Finance, and/or Public-Private Partnerships is required. In this position, Attorney-Advisors will be expected to be able to converse with a variety of stakeholders on the structuring of energy infrastructure projects, particularly in the power, renewables, and natural gas sectors.
  • Prior experience with the drafting of transactional documents in the power and gas sectors, such as Power Purchase Agreements, and the structuring of Independent Power Projects is strongly preferred, but not required.
  • Prior experience and/or familiarity in working with foreign governments and/or development finance institutions is strongly preferred.
  • Frequent International travel is required. Attorney-Advisors in this position carry out many of their programs in the host countries around the globe.
  • Interest or familiarity with countries in the Indo-Pacific region is preferred, but not required.

This position may be filled at the GS-13/14 grade level. Starting Salary Range is $99,172 to $117,191 with promotion potential to GS-14/10 ($152,352).

To qualify for a GS-13, applicants must possess a JD, active bar membership, and 2-5 years of relevant professional experience. To qualify for a GS-14, applicants must possess a JD, active bar membership, and at least 5 years of relevant professional legal experience.

Applicants must be:

  • U.S. citizens.
  • Must meet the minimum education requirements of successful completion of a full course of study at a law school accredited by the American Bar Association (ABA) with a professional law degree at the time of selection.
  • The applicant must provide proof of being an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
