    Job Description: 

    The National Courts Section seeks four attorneys to represent the United States in all aspects of "first chair" trial and appellate litigation. At the trial stage, attorneys personally manage their own cases, conduct fact investigation, work with expert witnesses, serve and respond to written discovery, take and defend depositions, write all substantive and procedural briefs, conduct all aspects of any trial, and present oral argument in the United States Court of Federal Claims and the United States Court of International Trade. Attorneys also personally handle all aspects of appeals in the United States Court of Appeals for the Federal Circuit. Attorneys also occasionally handle matters within the Section's various areas of expertise in other Federal district and circuit courts, as well as in administrative tribunals and international arbitration fora. In addition, attorneys first-chair alternative dispute resolution proceedings and settlement negotiations, and recommend settlements of litigation when appropriate. For larger cases, attorneys work collaboratively as members of trial teams. Whether handling trial cases and appeals as counsel of record or as part of a trial team, all attorneys work closely with counsel from Federal client agencies.

    Attorneys practice in a diverse range of often complex subject-matter, including government contracts, procurement challenges, and other commercial and administrative disputes. Other Section cases involve defense of takings under the 5th Amendment of the Constitution, and military and civilian pay actions. Section attorneys also prosecute civil actions to recover money secured fraudulently from the United States, that arise in contract disputes before the Court of Federal Claims. Attorneys in the international trade practice defend the imposition of various trade remedies, including special duties imposed on dumped or subsidized imports, prosecute customs fraud, and enforce other international trade laws at both the trial and appellate stages. The Section has primary responsibility for the majority of Government appeals to the Court of Appeals for the Federal Circuit, including appeals from the Court of Federal Claims, the Court of International Trade, the boards of contract appeals, the United States Court of Appeals for Veterans Claims, and the Merit Systems Protection Board.

    Qualifications: 

    Applicants must be a graduate from a full course of study in a School of Law accredited by the American Bar Association and be a member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

    Applicants must possess a J.D. degree, be an active member of the bar (any jurisdiction), have at least two years of post J.D. experience to qualify at the GS-13 level; have at least three years of post J.D. experience to qualify at the GS-14 level; and four years of post J.D. experience to qualify at the GS-15 level.

    You must also be a U.S. citizen.

    Applicants should have a strong interest in trial and appellate work, excellent writing and oral advocacy skills, and an exceptional academic background. Applicants should anticipate working on fast-paced, complex litigation, and feel comfortable in a courtroom setting. An exceptional background and judicial clerkship experience are highly desirable.

    DRM seeks a passionate, civil rights-oriented, full-time attorney for a 2 year position to provide representation in eviction defense in support of DRM’s work to ensure access to safe, decent, affordable, and accessible housing. The attorney will be responsible for providing representation to income-eligible clients in eviction proceedings and other cases that would prevent the spread and risk of exposure of COVID-19. This position is funded through CARES Act funding and may be extended depending on available funding.

    Disability Rights Maryland (DRM), a private, non-profit law firm, is a recognized leader in disability rights and the Congressionally-mandated Protection and Advocacy organization for individuals with disabilities in Maryland. We provide free legal services and advocacy to persons with disabilities in Maryland.     Responsibilities Include:

     Maintain active caseload representing individuals with disabilities in eviction proceedings, and other cases that would prevent the spread and risk of exposure of COVID-19.

     Conduct regular outreach to identify clients in need of services;

     Under supervision of Managing Attorney create necessary legal programs to satisfy requirements of CARES Act Funding, and identify systemic issues which would increase housing security for persons with disabilities;

     Maintain detailed records and case files for individuals represented and served by DRM in eviction proceedings;

     Under supervision of Managing Attorney produce quarterly reports to demonstrate compliance with CARES Act Funding requirements;

     Travel throughout Baltimore City.

    Minimum Qualifications:

    J.D. degree from an accredited law school;

     Licensed to practice law in Maryland;

     Strong commitment to DRM’s core mission of ensuring the civil rights of people with disabilities to self-determination, freedom from harm, due process protections, to develop physically, emotionally and intellectually, and to participate in community life, with meaningful choices and opportunities;

     Excellent organizational and project management skills;

     Excellent interpersonal and cross cultural communication skills, ability to communicate ideas with enthusiasm to diverse audiences;

     Ability to research and analyze complex legal issues, develop and execute a variety of advocacy strategies, conduct legal research and communicate complex legal issues clearly and effectively both orally and in writing;

     Ability to work independently and to establish and maintain effective working relationships and collaborate with colleagues in a team environment;

     Ability to successfully manage multiple work priorities and work under deadlines.

    Preferred Qualifications:

     1-3 years’ experience or more with Maryland landlord-tenant law, the Fair Housing Act, Section 504 of the Rehabilitation Act, and/or the Americans with Disabilities Act;

     Experience representing clients in court;

     Experience working directly with persons with disabilities;

     A demonstrated interest or background in public interest work, particularly related to disability rights issues;

     Life experience with a disability; and

     Fluency in American Sign Language or Spanish.

    Salary and Benefits:

    Salary range is $56,750 - $59,800 depending on experience. DRM offers an excellent, comprehensive package of benefits, including health, dental and vision insurance, and retirement plan contribution.

    Responsibilities

    This is a position for an experienced attorney to support the Agency in ensuring that USAID programs comply with relevant policies and laws, as well as to advise on, and lead, the negotiation of agreements with the public, philanthropic, and private sectors. The position will support the Bureau for Development, Democracy, and Innovation (DDI).

    The ideal candidate has a breadth of experience, in all or some of the following legal areas: government contracts and grants; fiscal law; administrative law; federal technology transfer; environmental law; economic policy, energy and infrastructure; scientific research and development; intellectual property; and international data, privacy, and cybersecurity law. Experience as a transactional lawyer is also desirable to help support the Agency’s use of transactions with the private sector, including credit guarantees, loan agreements, equity-type structures, first loss structures, and pipeline development. A demonstrated interest in international development is preferable.

    The attorney will work under the supervision of the Assistant General Counsel for DDI, in a division consisting of 6 attorney advisors, within the Office of the General Counsel.

    As an Attorney Advisor, your duties may include:

    • Providing necessary legal advice, guidance, and support on a broad array of matters involving DDI and other Agency offices, bureaus, and missions.
    • Interpreting and providing advice concerning the Foreign Assistance Act, annual foreign operations appropriations acts, relevant legislation, court and administrative decisions, fiscal law, government regulations, and USAID directives and guidance, as they pertain to the functions of DDI and other Agency activities.

    As the largest anti-crime task force in the country, the Organized Crime Drug Enforcement Task Forces (OCDETF) Program is led by the OCDETF Executive Office, which implements the nationwide OCDETF strategy of combining targeting, intelligence sharing, coordination, and directed resourcing to have the greatest impact disrupting and dismantling command and control elements of criminal organizations. The OCDETF Program is the keystone of the Attorney General’s strategy to reduce the availability of illicit narcotics in the United States by using a prosecutor-led, multi-agency approach to counter-drug and counter-transnational-crime enforcement. OCDETF leverages the resources and expertise of its component agencies from the Justice, Homeland Security, Treasury, Postal, and Labor Departments in concentrated, long-term investigations of major drug trafficking, money laundering, and other high priority transnational organized crime networks. OCDETF participating agencies include: the United States Attorneys’ Offices; the Criminal Division; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Drug Enforcement Administration; the Federal Bureau of Investigation; the U.S. Marshals Service; Homeland Security Investigations; the U.S. Coast Guard; the U.S. Secret Service; the Internal Revenue Service’s Criminal Investigation Division; the U.S. Postal Inspection Service; the Office of the Inspector General of the Department of Labor; and over 700 state and local law enforcement agencies.     Job Description: 

    The Attorney Advisor is primarily responsible for implementing, directing and administering OCDETF’s Freedom of Information Act (FOIA), Privacy Act of 1974 (PA), and Records Management (RM) programs. Duties include performing legal research, developing authoritative guidance and advising leadership on information law and policy matters, as well as ancillary civil and administrative legal issues. Furthermore, duties include the interpretation and application of statutes, case law, regulations, and other authorities and applying these authorities in response to requests for information. Ensuring PA and RM compliance. The Attorney Advisor must review requests for information and evaluate and execute the proper response in light of law, regulation, and policy. Confers and negotiates with the information requester community, as well as officials in the Departments of Justice, Treasury, Homeland Security, and Defense, the Intelligence Community, and other federal, state, local, tribal, and foreign agencies on important legal and policy questions concerning information disclosure. Evaluates effects of pending legislation and proposed changes in existing legislation that may affect the operations of the legal program, with a focus on information disclosure law. Prepares detailed legal briefs that identify policy ramifications of such legislation for leadership. Attends meetings with senior leaders and attorneys from other federal, state, local, tribal, and foreign agencies. During these sessions, provides expert advice on information disclosure legal issues as they relate to the OCDETF Program. Provides authoritative technical legal guidance on complex, controversial, high value, and precedent-setting cases.     About the Office: 

    The Environment and Natural Resources Division (ENRD) of the Department of Justice is seeking an experienced litigator for its Appellate Section for a full-time position in Washington, DC. 

    The Appellate Section's work involves cases arising under the more than 200 statutes for which the Division has litigation responsibility.  Subjects covered include water and solid waste regulation; hazardous substance clean-ups; public land use and forest management; fish and wildlife conservation; water rights; Indian sovereignty, treaty rights, and gaming; land condemnation; Fifth Amendment takings; onshore and offshore mineral development; and criminal prosecutions involving environmental, wildlife, animal welfare, and worker safety statutes.  Many of the section’s cases involve complex questions of administrative and constitutional law.

    Job Description: 

    Section attorneys:

    • brief and argue appeals in all thirteen federal circuit courts of appeals around the country, as well as in state courts of appeals and supreme courts;
    • handle  appeals in all cases tried in the lower courts by any of the sections within the Division;
    • oversee or handle directly appeals in cases within the Division's jurisdiction that were tried in the lower courts by U.S. Attorney Offices; and
    • are responsible for petitions for review filed directly in the courts of appeals in environmental or natural resource cases involving the Department of Energy, the Federal Aviation Administration, the Federal Energy Regulatory Commission, the Nuclear Regulatory Commission, and the Surface Transportation Board.
       

    The Section also works closely with Justice Department’s Office of the Solicitor General, making recommendations whether to appeal adverse district court decisions or to seek Supreme Court review of adverse appellate decisions. Section attorneys write draft briefs for the Solicitor General in Division cases before the Supreme Court.
