    Job Description:  Collateral Legal Assistance for Survivors Project (CLAS) - Staff Attorney, primarily in the Baltimore Metro Area

    Status: Full Time Professional, grant funded

    The Women’s Law Center of Maryland, Inc. (WLC) is a feminist, non-profit membership organization committed to ensuring equal rights for women. Through our Protective Order Advocacy and Representation (POARP) Projects we represent victims of intimate partner violence in proceedings to obtain Protective Orders, as well as other protective order proceedings as they arise, in the courts in Baltimore City, Baltimore County and Carroll County. Complementing POARP, our CLAS Project, represents survivors in other legal issues arising from the domestic violence, usually custody, divorce and/or other family law issues, as well as in protective orders. Representation in other counties as able. This is a full time litigation position. We are seeking a strong, experienced attorney dedicated to assisting survivors in their journey to independence and strength, who is capable of working independently and with a team.  Benefits include but are not limited to Simple IRA match, health insurance coverage for employees, EAP services, and unlimited personal/vacation leave. 

    Duties and Responsibilities Include:

    1.     Provide full legal representation and assistance for issues collateral to domestic violence, such as divorce and custody, landlord tenant, replevin, etc.

    2.     Maintain caseload of clients for extended issues collateral to domestic violence.

    3.     Travel between the various Women’s Law Center POARP project offices to provide coverage when and as needed assisting POARP Staff Attorneys in representing clients in final protective orders, modifications, contempt hearings and appeals (home office is in the Towson administrative office location).

    4.     Use Legal Server case management system.

    5.     Draft legal documents including, but not limited to, Petitions or Complaints, Answers, Motions, Orders, discovery, and correspondence. Represent clients throughout their case.

    6.     Conduct in-depth client intake interviews and gather evidence as part of trial preparation.

    7.     Work collaboratively with the project’s legal advocate in assessing eligibility for representation and best practices, as well as case management.

    8.     Schedule interviews, perform administrative duties, develop and provide follow-up services and referrals to clients.

    9.     Perform criminal accompaniments for survivors of domestic violence as schedule allows.

    10.  Attend trainings and conferences as approved/directed by WLC to enhance knowledge of domestic violence law and family law.

    11.  Provide training, orientation, and educational materials related to POARP and CLAS, as well as domestic violence generally, for members of the courthouse staff, the domestic violence prevention community, and other community groups as requested.

    12.  Develop and prepare project data and reports. Participate in preparation of reports to grantors and requests for new funding.  Maintain project files.

    13.  As part of WLC team, provide occasional staffing for events for members, participate in project and membership development, attend and participate, as time permits, in committees, task forces, and policy-making bodies concerned with domestic violence and family law.

    14.  Spanish fluency helpful but not required.

    15.  Supervise interns when applicable.

    16.  Other related duties as assigned.

    Requirements:

    1.     J.D. from an accredited law school and an attorney in good standing with the Maryland Bar.

    2.     3 years of litigation experience preferred, preferably litigation experience in Maryland related to family law, including domestic violence. Must be committed to expanding this knowledge through on-the-job and continuing education. 

    3.     Must be a strong feminist dedicated to assisting survivors, including legal representation and all it entails, but also helping survivors to move forward and thrive.

    4.     Excellent judgment and strong interpersonal skills: must be creative, empathetic, and people oriented.

    5.     An understanding of the issues facing victims of domestic violence and women in Maryland family law. Commitment to providing excellent legal services for survivors of domestic violence.

    6.     Excellent written and oral communications skills. Must be fluent in English.

    7.     A demonstrated ability to handle multiple professional projects simultaneously and independently.

    8.     Must be flexible and a team player. CLAS consists of two attorneys and a legal advocate who work collaboratively.

    9.     Knowledge of or willingness to learn Legal Server.

    10.  Must have some knowledge of basic computer operation including Windows, Word, Excel, and MS Outlook.

    11.  Must complete tasks promptly and thoroughly without close supervision.

    12.  Spanish language fluency preferred.

    13.  Must have own transportation.

    The U.S. Senate Committee on Health, Education, Labor, and Pensions (HELP), Office of the Ranking Member, seeks virtual unpaid interns and law clerks for the spring of 2021 (January –April/May).  The positions offer undergraduate, graduate, med students, and law students the opportunity to gain substantive experience working virtually with a Senate office while participating directly in the legislative process.  Intern and law clerk responsibilities include, but are not limited to: assisting Committee staff in performing administrative duties, conducting research, analyzing legislation, drafting memorandums, and assisting in remote hearings.  Interns and law clerks play a key role with the office and will work closely with senior policy advisors.  This internship will be virtual due to the ongoing COVID-19 pandemic and selected interns will be provided with Senate equipment to complete their internship with the committee.

    Senator Feinstein is seeking current law students for unpaid, part-time or full-time law clerkships in her Senate Judiciary Committee office in Washington, D.C.     The Democratic staff of the Senate Permanent Subcommittee on Investigations (PSI), the chief investigative subcommittee of the Committee on Homeland Security and Governmental Affairs, seeks current law students and recent law graduates for unpaid, part-time or full-time legal clerkships for spring 2021.     The General Counsel’s Office of the Securities and Exchange Commission seeks attorneys with Intellectual Property experience and qualifications to join our Office of Litigation and Administrative Practice.

    The Commission’s General Litigation attorneys handle a broad range of defense and legal advisory services on behalf of the Commission.  These duties include providing intellectual property advice and counseling and litigation services to support the SEC’s IT activities.  For example, the group has been working on a critical long term project involving a challenge of patent infringement against the SEC’s EDGAR XBRL filing system.  That matter is now in active litigation at the U.S. Court of Federal Claims.  The group also counsels the Office of Acquisitions and the Office of Information Technology on patent and contract terms involving the Federal Acquisition Regulation, private sector terms and conditions, and how to ensure SEC requirements are met in procurement actions.

    The group also handles evolving issues of Internet usage, including its use as a platform for attempted fraud, impersonation and abuse.  It also handles issues involving SEC trademarks, such as “EDGAR” and “SEC.”

    Position Summary

    We are looking for a Program Director to join our team. In this role, you will support a dynamic and creative team as we lead a national Asian American Native Hawaiian and Pacific Islander (AA and NHPI) response to COVID-19. The Program Director will play a major role in the smooth, effective, and efficient overall management of two CDC-funded COVID-19 projects, plus participation in a federally-funded (DHHS) project with the Morehouse School of Medicine (MSM). The Program Director will take the lead on a project to train an AA and NHPI healthcare workforce in infection prevention and control (IPC). Training content will include existing CDC resources including infection contact basics (i.e., safe donning and doffing of PPE) with the added focus on preventing the spread of respiratory infections across the continuum of U.S. healthcare delivery. The Program Director will also oversee another CDC-funded project to forge national partnerships across organizations serving disproportionately impacted AA and NHPI communities for education and communication about preventive responses to COVID-19.

    This role is primarily responsible for day-to-day management of two COVID-19 Projects and participation in the MSM project. This includes planning, coordinating, administering, and evaluating projects,

    processes, procedures, systems, and activities and is responsible for staying informed on CDC guidance, requirements, and recommendations including regular reporting and updates with CDC staff.

    This is an 8-month assignment, with the possibility of renewal, if funding is renewed. Project Specific Duties and Responsibilities for COVID-19 projects:

    • Build partnerships with national and local organizations and convene a National Organizing Team to implement the AANHPI National Healthcare Workforce IPC Education and Training Project, as well as to work with the partners who form the Forging Partnerships partnership group.
    • Collaborate with CDC to inform development of the IPC Training material content to reach an AANHPI healthcare workforce and the Forging Partnership communications campaign to reach disproportionately impacted communities in multiple languages and cultures.
    • Oversee a formative assessment of the information needed to include in both the IPC education and training initiative, as well as the Forging Partnerships collaboration, through key informant interviews, focus groups, and materials review. This also includes identifying technology and communications technology platforms and appropriate messages to use for the initiatives.
    • Organize trainings (virtual or in-person) to strengthen AANHPI healthcare workforce capability to respond to public health priorities collaboratively and strategically and to educate and communicate with diverse AA NHPI communities and populations at highest risk of infection, morbidity and mortality due to COVID-19.
    • Oversee the development of webpages with translated materials in at least 15 AANHPI languages.
    • In collaboration with CDC and National Organizing Team, develop a multi-media IPC education and training initiative toolkit to support distribution of information via identified communications channels.
    • Identify and select, in collaboration with CDC and National Organizing Team, 5 IPC champions that will be trained by CDC in the curriculum to provide virtual training opportunities and potentially in- person trainings when mass gatherings are safe.
    • Provide information, technical assistance, training, and other resources to support both network’s ability to disseminate educational materials and support trainings offered.
    • Lead coordination efforts around monitoring and evaluations

    Overall Project Management Duties and Responsibilities

    Establish and maintain partnerships with federal agencies such as the Centers for Disease Control and Prevention including regular communications, project management, and administrative reporting requirements for both CDC funded projects.

    Contributes to project planning, strategic planning, and project management of both COVID-19 projects and with MSM. Provide program support for grant/cooperative agreement award actions, including but not limited to subject matter expertise, tracking, and data analysis.

    Supervises and oversees programmatic staff supporting the completion of project deliverables for the 2 CDC COVID-19 projects and MSM engagement.

    • Establishes and maintains partnerships with organizational partners. Design methods to monitor progress towards project goals and objectives
    • Demonstrate high problem solving and analytical skills to predict potential challenges and design interventions to overcome them
    • Practice effective delegation, time management, and workforce management using project management platforms
    • Practice non-profit program budget monitoring

    Required Qualifications:

    • Bachelor’s degree in public health or other related health field or 8+ years of related work experience with increasing responsibilities and authority.
    • Minimum of seven years of relevant experience with increasing levels of responsibility and authority in managing multiple program and grants, including but not limited to monitoring and compliance, program evaluation, and program delivery.
    • Solid experience leading community coalitions and proven ability to develop cross-team partnerships.
    • Minimum 5 years’ relevant experience working with communities of color in health, policy, healthcare, or other areas of disparities.
    • You’re creative and think outside of the box, especially in the context of managing projects within complicated bureaucracies and with government funded projects
    • You demonstrate confidence in a digital environment and you learn new tech, fast
    • You are organized and can demonstrate great attention to details
    • You follow through on tasks effectively and efficiently
    • Knowledge of AANHPI communities both locally and nationally, as well as the implications of national and local politics on AA and NHPI communities.
    • Solid public speaking, facilitation, training, and writing skills.
    • Ability to lead a large, complex project from conception to completion.
    • Demonstrated ability to cultivate relationships with staff and board members
    • Ability to effectively represent the program and the agency in the community and to funders

    Desired Qualifications:

    • Master’s degree in public health or public administration, and other related field with 5 years of increasing responsibility and authority.
    • Experience managing federal grants and/or contracts, particularly with the CDC.
    • Direct experience working in AA NHPI communities, particularly NH, PI, South Asian, or Southeast Asian communities.
    • Bilingual/bicultural AA NHPI languages and cultures, particularly NH, PI, South Asian or Southeast Asian.

    AALDEF's Democracy Program uses litigation, advocacy, and community education to promote fairness in the electoral process and invigorate the civic participation and political empowerment of Asian Americans, especially new citizens and persons not yet fluent in English. By expanding access to the electoral process for Asian Americans, AALDEF improves the quality of democracy for all.

    AALDEF has litigated cases under the Voting Rights Act, monitored elections in 14 states to document barriers to voting, advocated for election reforms that expand language access to the vote, and organized community education forums across the country. Key priorities will be to challenge voter suppression measures, ensure that all eligible Asian Americans are able to exercise their right to vote in the 2020 elections, including voting by absentee ballot, during early voting or on Election Day, and increase community engagement in the redistricting process at multiple legislative district levels. 

    The Staff Attorney will work with other program attorneys and organizers on the following activities:

    1.  Document, prevent, and resolve Asian American voter problems in the 2020 presidential and congressional elections;

    2.  Assist in preparation of report on 2020 election protection activities and multilingual exit poll results;

    3.  Meet with community groups and train community advocates about the redistricting process, communities of interest, relevant timelines, and recent local developments in jurisdictions with large Asian American populations;

    4.  Provide technical assistance for community advocates preparing testimony for public hearings on redistricting plans and assist them in developing comprehensive statewide or local maps for submission to legislative bodies or commissions;

    5.  Collaborate with other civil rights groups to develop joint strategies and unity maps to protect minority voting rights;

    6.  Challenge redistricting plans and other practices that violate the Voting Rights Act and unlawfully prevent Asian Americans from electing candidates of choice.

    Minimum Qualifications:

    • Three to five years of experience in public interest law, advocacy, community organizing, or nonprofit work;
    • Demonstrated commitment to social justice issues; 
    • Familiarity with Asian American communities and issues;  
    • Detail-oriented, independent and focused; 
    • Admitted to the New York or other bar; 

    The Ideal Candidate Will Have:

    • Past experience working on voting rights or election reform issues;
    • Ability to speak an Asian language;
    • Litigation experience.
