    The Supervisory Attorney for the American Law Division (ALD) of the Congressional Research Service (CRS) leads a section of ALD legislative attorneys who advise Members of Congress, congressional committees, and their staffs on legal questions of national and international significance.

    Service to Congress:  Directs and supervises the legal research, analysis, and writing by a section of ALD legislative attorneys for Congress on questions of national or international importance that arise during the legislative process. Through critical review, ensures that legal research, analysis, and writing is objective, authoritative, nonpartisan, timely, and accessible; reflects the congressional agenda; and responds to the legislative needs of Congress. Establishes and maintains relationships with Members of Congress and congressional committees and staff.

    Projects and Collaboration:  Directly supervises a section of ALD legislative attorneys as well as multiple subject matter teams of ALD legislative attorneys and may, as directed by the ALD Assistant/Deputy Assistant Director (AD/DAD), design, organize, coordinate, and implement major  projects, programs, and initiatives related to sensitive and complex legal questions of national or international importance. Coordinates and collaborates with counterparts in other CRS divisions to design, develop, and implement multidisciplinary projects, programs, and initiatives related to sensitive and complex legal questions and public policies of national or international significance. 

    Administrative:  Advises and assists the ALD AD/DAD on all facets of division administration. Contributes to and helps develop CRS-wide strategic goals and priorities. Ensures that ALD staff accommodate the changing needs of Congress and congressional committees and staff.  Leads staff in achieving the Library’s and CRS’s visions, missions, and goals by managing performance, communicating priorities and management initiatives effectively, fostering continuous improvement and innovation, building and maintaining relationships, and leveraging diversity and inclusiveness. Oversees ALD staff’s implementation of CRS policies. Exhibits commitment to the Supervisor Core Competencies of the Library of Congress.

Law Clerks for Diversity connects diverse candidates with current and former law clerks, practitioners, and judges for mentorship and assistance applying for federal clerkships.     The Senate Committee on Rules & Administration Majority is hiring a law clerk for fall semester, beginning September 2020.  Start and end dates are flexible, and all work will be completed virtually. The law clerk will be responsible for performing legal research and will compose a variety of written materials related to nominations, oversight, and legislative matters. The law clerk will have the opportunity to interact with other professional staff members and attorneys on the Committee virtually, in a collegial and fast paced environment. Applicants should be interested in working for the federal government, particularly the legislative branch, and in public service. Classwork or work experience regarding the following is helpful: federal elections; oversight of legislative and executive branch agencies; legislative procedure and drafting; federal contracting regulations and accounting; and administrative law. The law clerk must demonstrate good judgment, be flexible, be able to work in a collaborative and positive manner, and be a self-starter. Applicants must be currently enrolled in an accredited juris doctor program.     The American Civil Liberties Union of Virginia (ACLU-VA) seeks a recent law graduate or early-career attorney who has a passion for expanding civil rights and civil liberties for a one-year fellowship to begin in Fall 2020. The Dunn Legal Fellow will work full-time under the supervision of experienced civil rights litigators to participate in legal case selection and development, active litigation, and implementation of non-litigation legal strategies.  The Fellow’s work will also support the Advocacy Team and the Communications Team as a part of the ACLU-VA’s integrated advocacy program. The ideal candidate will have the capacity to engage in thoughtful legal analysis, excellent legal writing skills, and the ability to take initiative on projects. They will also enjoy working on a variety of matters on a fast-paced team.  Past legal fellows have had the opportunity to testify before the Virginia General Assembly, conduct Know Your Rights trainings, take depositions, argue in court, and speak on behalf of the ACLU-VA to national and local media outlets.

    Responsibilities

    The Office of the General Counsel (GC) provides legal advice, counsel, and services to the Agency and its officials and ensures that USAID programs are administered in accordance with legislative authorities and legal requirements. GC serves as the Agency's chief legal officer and is the principal advisor to the administrator on Agency-wide legal and policy matters. GC also advises on legal matters concerning the operation and administration of USAID programs, and on matters relating to legislation or proposed legislation affecting USAID.

    As an Attorney Advisor, your duties may include:

    • Providing legal advice and guidance to the Bureau for Resilience and Food Security (RFS) and to other USAID attorneys in Washington D.C. and abroad relating to the functions and work of RFS. 
    • Interpreting and providing advice concerning the following: the Foreign Assistance Act of 1961, as amended; annual appropriations acts; the Global Food Security Act, the Water for the World Act, other applicable legislation; applicable court and administrative decisions and government regulations, Executive Orders, and USAID policy and guidance;
    • Assisting RFS in developing and negotiating public-private partnerships, arrangements with other development partners, interagency agreements, and arrangements with public international organizations;
    • Assisting RFS in facilitating agricultural finance through collaboration with interagency and private sector partners;
    • Assisting RFS in responding to Congressional, Government Accountability Office, Inspector General, and public inquiries regarding RFS matters and activities;
    • Responding to inquiries and assignments from members of the Office of the General Counsel (GC) and field-based Resident Legal Officers (RLOs); and
    • Maintaining working relationships with other U.S. Government agencies and international institutions.
