    Legal Counsel: Voting Rights

    About the Campaign Legal Center (CLC):

    The Campaign Legal Center (CLC), is a nonpartisan, nonprofit organization based in Washington, DC. Through litigation, policy analysis and public education, CLC works to protect and strengthen the U.S. democratic process across all levels of government. CLC is adamantly nonpartisan, holding candidates and government officials accountable regardless of political affiliation.

    CLC was founded in 2002 and is a recipient of the prestigious MacArthur Award for Creative and Effective Institutions. Our work today is more critical than ever as we fight the current threats to our democracy in the areas of campaign finance, voting rights, redistricting, and ethics. Most recently, CLC argued Gill v. Whitford, the groundbreaking Supreme Court case seeking to end extreme partisan gerrymandering. In addition, CLC plays a leading watchdog role on ethics issues, providing expert analysis and helping journalists uncover ethical violations. CLC participates in legal proceedings across the country to defend the right to vote.

    Position Summary

    CLC’s voting rights team engages in various forms of advocacy—including administrative and local advocacy, legal research and reporting, educational efforts, legislative drafting, amicus filings, and trial and appellate litigation—to protect the fundamental right to vote. CLC has recently co-created a collaborative project, All Voting is Local, with the American Civil Liberties Union Foundation (ACLU), the American Constitution Society (ACS), the Lawyers’ Committee for Civil Rights Under Law (Lawyers’ Committee), and The Leadership Conference Education Fund (and its project, Access Democracy) (LCEF). The project seeks to identify, prevent, and remedy voting barriers at the local level in targeted jurisdictions. Reporting to the Senior Legal Counsel, Voting Rights & Redistricting, the Legal Counsel will play an integral role in the voting rights team. Legal Counsel will be the primary staff member assigned to providing legal support and research for the All Voting is Local project.

    This work will include developing and drafting affirmative policy and legislative proposals, and conducting research and drafting advocacy letters to counter negative proposals. Legal Counsel will also participate in the voting rights program’s docket, including identifying litigation opportunities, drafting pleadings, motions, and briefs, managing discovery, and assisting with trial and appellate proceedings.

    This position is currently fully funded for one year. Continuation of the position is expected but contingent on renewal of dedicated funding.

    Responsibilities and Duties

    • Research and report on election administration issues at the local level.
    • Advise All Voting is Local staff on voting rights issues as they are addressed.
    • Draft administrative and local advocacy materials for the All Voting is Local project.
    • Draft pleadings, motions, and briefs in federal and state cases
    • Research legal issues and draft legal memoranda in support of CLC’s litigation strategy
    • Monitor and identify litigation opportunities and needs in area of voting rights
    • Participate in trial proceedings
    • Other duties as assigned
    • Some travel required

    Qualifications and Skills

    • At least one year of legal experience (a judicial clerkship satisfies this requirement)
    • Experience drafting legal memoranda
    • Strong research, writing, and analytical skills
    • Exceptional interpersonal communication skills with a proven ability to work effectively and collaboratively as part of a team
    • Active membership in the DC bar in good standing, or eligibility to waive into the DC bar
    • Commitment to the nonpartisan nature and overall mission of CLC
    • Demonstrated interest in voting rights is preferred but not required

    DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia (OAG) seeks a Director of the Office of Consumer Protection (OCP). OCP resides in the Public Advocacy Division (PAD) of OAG; the Director reports to the Deputy Attorney General for PAD and works closely with the Attorney General and Chief Deputy. The Director is the lead lawyer responsible for planning, directing, and managing OCP. OCP enforces the District's consumer protection laws and mediates disputes between consumers and businesses. It investigates businesses that are taking advantage of consumers and can bring lawsuits to stop unlawful practices, obtain restitution for consumers who have been harmed, and the payment of penalties and costs to the District. OCP also drafts and supports legislation that protects consumers, and educates consumers through outreach events, an up-to-date online Consumer Resources library, and the distribution of consumer protection guides.

    The Director leads the litigation and other programming of OCP, manages its attorneys and staff, and serves as a leader in OAG. Duties include:

     Establishing priorities, policies and procedures for OCP;

     Directly supervising all lawyers and administrative staff in the Office, including overseeing all phases of litigation and other program work, providing training and professional development opportunities, evaluating performance, and managing personnel-related issues;

     Managing complex litigation, including local and national civil enforcement of cases, prosecutions, negotiations and litigation;

     Leading and participating in large, multistate investigations and litigation of relevance to the District;

     Overseeing a program to intake, evaluate, and potentially investigate consumer complaints;

     Engaging the public on consumer education through town hall meetings, media, and outreach materials, and reaching out to community and legal services groups to amplify OAG’s work;

     Developing legislative proposals to strengthen existing District of Columbia consumer protection laws;

     Advising the Attorney General, Chief Deputy, and other senior government officials on legal and policy issues related to consumers; and

     Representing the Attorney General in meetings with high government officials, including members of the D.C. Council and their staff.

    QUALIFICATIONS: The successful candidate must have substantive knowledge of relevant laws, policies and practices relating to consumer protection, prior litigation experience, and strong writing and research skills. The candidate must also have strong management and organization skills, and possess the ability to multi-task in a fast-paced environment. The candidate must have strong interpersonal skills and the ability to build and maintain working relationships with stakeholders at all levels, including law enforcement, legislators, state and federal agencies and agency staff.

    SUMMER 2018 LAW STUDENT POSITION ANNOUNCEMENT

    The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. SIGTARP’s mission is to conduct, supervise, and coordinate audits and investigations of the purchase, management, and sale of assets by the Secretary under the TARP. We are looking for law clerks to assist our team as we take on our responsibility to oversee this historic program and its participants.

    The Office of General Counsel (OGC) provides expert legal guidance and support to SIGTARP in all areas, including auditing, criminal investigations, litigation, legislation, regulation, Congressional relations, personnel and employee relations, equal employment, the Freedom of Information Act, the Privacy Act, and other areas of administrative law.

    QUALIFICATIONS:

    All applicants must have completed at least one year of law school by the start of the internship and should have an interest in public service. Superior academic credentials, law review/journal, and/or trial team/moot court experience preferred.

    DATE POSITIONS ARE AVAILABLE:

    Summer 2018. Student appointments will be on a semester basis, with a preferred minimum commitment of 10 weeks. Students are expected to work 40 hours a week.

    The Office of the Attorney General for the District of Columbia is seeking eight (8) trial attorneys for our Public Safety Division. All applicants must have a law degree and be active members of the bar in any jurisdiction at the time of application to qualify.     This position is in the collective bargaining unit represented by AFGE Local 1403 and you may be required to pay an agency service fee through direct payroll deduction.

    DESCRIPTION OF DUTIES: The Public Safety Division of the Office of the Attorney General for the District of Columbia seeks a trial attorney. The Division includes a Criminal Section which prosecutes traffic offenses and certain adult misdemeanor crimes under the D.C. Code, such as weapons offenses and fraud,; a Juvenile Section which prosecutes delinquency and status offenses; a Mental Health Section which represents the District’s interests in civil commitment proceedings; and a Domestic Violence Section which represents complainants of domestic violence in all aspects of civil protection order litigation, including contempt prosecution. The attorney’s caseload may include any of these types of cases. The attorney will manage his or her own caseload and will work closely with colleagues from public and private agencies in seeking a broad range of dispositions and remedies for complainants. This position may also afford the opportunity for a six (6) month detail as a Special United States Attorney. Each of these positions is for a 13-month term and is contingent upon the availability of funds.

    QUALIFICATIONS: The candidate must have at least one year of trial experience for a grade 12 step 1 position and five years’ experience for a grade 13 step 1 position, the ability to work across disciplines, and the ability to work with a high degree of independence. The ideal candidate should also have a demonstrated commitment to work in the area of prosecution, with a sincere passion for seeking justice and fairness in the criminal justice system.

    ELIGIBILITY: The successful candidate must have a law degree and be an active member in good standing of the bar of any jurisdiction. If not a member of the District of Columbia Bar, the candidate must be sworn into the District of Columbia Bar within 360 days of his/her initial appointment with the Office of the Attorney General for the District of Columbia.
