    Experienced Attorneys

    Experienced attorneys are being recruited to fill up to two positions within the Office of the Solicitor (SOL) in the Arlington Associate Regional Solicitor’s Office, a branch office of the Region III Solicitor’s Office. We are soliciting resumes for permanent, excepted service attorney positions available now at the GS-11 through GS-14 levels. Positions involve litigation and legal advice, and include the following practice areas:

    DESCRIPTION OF DUTIES: Youth involved in the juvenile justice system present myriad issues that may contribute to their court involvement. The District of Columbia Office of Attorney General seeks a creative and motivated trial attorney for the Juvenile Section of its Public Safety Division, which handles all juvenile prosecutions in the District of Columbia and cases involving delinquency offenses. The Section has jurisdiction to charge a juvenile for any criminal offense under the D.C. Code, Federal Code, or D.C. Municipal Regulations. Section attorneys work closely with other juvenile justice stakeholders to make appropriate charging decisions, interact with victims and witnesses, evaluate appropriate dispositions for involved juveniles, and litigate appropriate cases in the Superior Court’s Family Division. The selected attorney will manage a caseload involving juvenile offenders and be expected to both litigate and develop comprehensive rehabilitative resolutions that will ensure the public safety.

    Trial attorneys engage in all aspects of criminal litigation, including interviewing and preparing for testimony police and civilian witnesses, making charging decisions, researching, writing and litigating motions, managing all aspects of a trial calendar from intake through sentencing, and conducting community outreach.

    QUALIFICATIONS: The candidate must have one to five years of trial experience, the ability to work across disciplines, and the ability to work with a high degree of independence. Experience prosecuting sexual assault, child sexual abuse, elder abuse, and human trafficking is preferred. The ideal candidate should also have a demonstrated commitment to work in the area of prosecution, with a sincere passion for seeking justice including through treatment courts and creative resolutions.

    DESCRIPTION OF DUTIES: The Public Safety Division of the Office of the Attorney General for the District of Columbia seeks a trial attorney to provide comprehensive discovery support in the Special Projects and Litigation Support Unit in the Public Safety Division.

    The attorney will collect, review, redact and evaluate all potentially discoverable and exculpatory evidence, including body worn camera footage and police officer disciplinary records, to assess potential disclosures required by the prosecution under discovery rules and Brady. The candidate selected for this position will work primarily with the Criminal and Juvenile sections, and occasionally with the Mental Health and Domestic Violence sections.

    The Criminal Section prosecutes adults who commit certain types of offenses within the District of Columbia. Specifically, the Section prosecutes all traffic offenses, including impaired driving, quality of life offenses, particular fraud matters against government agencies, and offenses within the Office of the Attorney General’s prosecutorial authority. The Juvenile Section handles all juvenile prosecutions in the District of Columbia, as well as cases involving truancy and runaway violations. The selected candidate will work with the Section Chiefs and Assistant Section Chiefs in the Criminal and Juvenile Sections to enhance the Division’s prosecution of cases.

    QUALIFICATIONS: The candidate does not need prior litigation experience. However, the ideal candidate should have a demonstrated commitment to work in the area of prosecution, a sincere passion for seeking justice and fairness in the criminal justice system, and knowledge of the discovery rule and Brady v. Maryland and its progeny. The candidate must also possess high level of attention to detail.

    The Department of Justice is seeking attorneys to litigate debt collection cases for various Federal agencies. Using negotiated procedures authorized in Federal Acquisition Regulation Part 15, the Department of Justice (DOJ) contemplates award of up to two (2) contracts with private practitioners of law for debt collection services on behalf of the United States in the counties that comprise the Federal Judicial District for the District of Columbia. The DOJ launched the Private Counsel Program following the passage of the Federal Debt Recovery Act of 1986 which first authorized the use of private law firms for this purpose. The Debt Collection Management Staff manages the program with legal oversight by the United States Attorney's Offices at the district level. The program is currently running in 19 districts nationwide, with further expansion planned. This procurement is strictly limited to attorneys who are licensed to practice law in the District of Columbia. Contractors will be required to pursue debt collection activities which parallel existing industry procedures that have proven to be effective and efficient; to interact with government representatives at defined stages of the collection process (i.e., settlement, compromise, etc.); and to input relevant case data in a computer database maintained by the Government. Contract payments will be based primarily on contingency fee payments for unsecured debt collection and firm-fixed prices for secured debt collection. The anticipated period of performance for each contract will be a base year with up to four option years. The solicitation will be available only on the Federal Business Opportunities website, www.fbo.gov, and is anticipated to be released on or about May 15, 2016. Amendments to the solicitation, if any, issued prior to the receipt of proposals will also be posted on www.fbo.gov. Interested parties are responsible for monitoring this site for access to the solicitation.     The Solicitor General is responsible for all of the District’s civil and criminal appellate litigation before the District of Columbia Court of Appeals, the United States Court of Appeals for the District of Columbia Circuit, and the Supreme Court of the United States. Duties include:

    • Consulting with the Attorney General, Chief Deputy Attorney General, and Deputy Attorneys General on matters that are pending, or may be brought, before the District’s appellate courts. Coordinating with the Deputy Attorneys General of OAG’s litigating divisions on potential appellate matters. The Solicitor General makes the final recommendation to the Attorney General on whether any matter should be pursued before the appellate courts, and assigns matters to the appellate staff.
    • Supervising and evaluating attorneys and support staff assigned to the Office of the Solicitor General. Reviewing legal briefs filed by the attorneys to ensure consistency and high quality written advocacy. Assigning all of the District’s appellate matters to appropriate staff. The Solicitor General may choose to write and/or argue particular cases himself or herself.
    • Developing written policies for District appellate practice and identifying training needs and suitable professional development programs for appellate advocacy and legal writing.
    • Maintaining a peer review and moot court system within the Office of the Solicitor General to ensure the highest quality written and oral appellate advocacy on behalf of the District of Columbia.
    • Monitoring the development of civil and criminal case law in the federal and local appellate courts.
    • Making the final recommendation to the Attorney General on whether the District of Columbia should initiate or join amicus briefs with other state Attorneys General on issues of mutual interest, and otherwise collaborating with other AG offices on complex and high priority matters.
    • Representing the District of Columbia in various organizations such as the National Association of Attorneys General.
    • Meeting with high level District and federal officials on matters of particular significance.

    This position is an at-will appointment by the Attorney General of the District of Columbia and is in the Senior Executive Attorney Service (SEAS). Compensation is set by the Attorney General on the LX-2 pay band using a multitude of factors, including prior managerial experience. The selected candidate is required to become a resident of the District of Columbia within 180 days of appointment and remain a District resident during the tenure of the appointment.

    QUALIFICATIONS: The successful candidate must have significant relevant supervisory experience, strong interpersonal skills, and the ability to manage in a fast-paced litigation-oriented environment. In addition, the candidate must have strong appellate litigation experience and effective oral and written communication skills. The ideal candidate will also have substantive knowledge of OAG's practice areas and the operations of the District government.

    DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia (OAG) is seeking candidates for the position of Deputy Director of the Office of Consumer Protection (OCP). Together, the Director and Deputy Director of OCP oversee the management and operation of the Office. OCP protects the District’s consumers by bringing cases against businesses that take advantage of District residents, educating consumers in the District through outreach events and materials on how best to protect themselves, and receiving and investigating complaints from consumers in the District regarding potential violations of District consumer laws by businesses. OCP both investigates and brings enforcement actions of high priority to local residents and participates in national and multistate actions. The Deputy Director supervises a staff that includes five Assistant Attorneys General, a paralegal and three investigators. OCP also regularly proposes legislative solutions to better protect District residents and engages frequent public speaking and consumer education efforts. 

    QUALIFICATIONS: The candidate must have significant experience supervising legal work, including the day-to-day activities of attorneys and support staff. In addition, the candidate should have at least 9 years of civil litigation experience in the consumer protection arena; strong organizational skills and excellent oral and writing skills; and a creative orientation toward the law and bring innovative thinking to the ways in which OAG can expand its work to meet the needs of District residents. Demonstrated commitment to the District is a plus.

    The Office of the Attorney General for the District of Columbia is seeking a trial attorney for the Family Services Division, Child Protection Section to represent the Child and Family Services Agency (“CFSA”) in child abuse and neglect matters before the Family Court, assist with the development and implementation of a specialized neglect court focusing on the commercial sexual exploitation of children (“CSEC”) and serve as the Division’s subject-matter expert. The attorney’s responsibilities include, but are not limited to:

    • Development of protocols pertaining to CSEC cases;
    • Assist with drafting a memorandum of understanding between stakeholders, including D.C. Superior Court, Department of Behavioral Health, and Child and Family Services Agency;
    • Attend court staffings, court hearings, and all meetings related to the CSEC specialty court;
    • Attend MDT case review regarding children with identified CSEC concerns;
    • Advise CFSA and OAG regarding compliance with federal and local human trafficking legislation and participate in the DC City Council process as needed;
    • Contribute to OAG’s efforts to educate the public and community-based organizations about CSEC-related issues; develop written materials and curriculum for such purposes;
    • Conduct periodic trainings for CFSA and OAG staff;
    • Represent FSD on the D.C. Human Trafficking Taskforce and all CFSA CSEC committees;
    • Work collaboratively with OAG’s Public Safety Division to identify crossover issues impacting all children served by CFSA;
    • Represent CFSA at juvenile court hearing as needed;
    • Handle all aspects of neglect litigation, from petitioning through the achievement of permanency; and
    • Provide advice and counsel to social workers and other CFSA professionals regarding compliance with local and federal law.

    QUALIFICATIONS: The candidate should have the following qualifications:

    • Significant litigation experience (5-10 years preferred);
    • Substantial knowledge of family law including child abuse and neglect, termination of parental rights, and adoption;
    • Exceptional legal research, writing, and oral advocacy skills;
    • Experience conducting training or public outreach;
    • A demonstrated commitment to work in child welfare; and
    • Experience with specialty courts and an understanding of CSEC issues (strongly preferred).

    The Single-Family Mortgage Servicing Transactions Group is seeking an Associate General Counsel to join their legal staff. The attorney will provide legal advice to internal clients on a broad range of legal matters related to Freddie Mac as a business entity, and will also manage outside counsel. The hire will primarily support the single-family capital markets, single-family counterparty credit risk management and single-family mortgage servicing performance business areas with an emphasis on transactions.

    Responsibilities Include:

    • Negotiate and draft complex commercial agreements, including non-traditional financing arrangements and credit enhancements such as mortgage insurance and credit risk transfers
    • Negotiate and document transactions relating to the purchase and sale of residential mortgage loan portfolios and of mortgage loan servicing
    • Negotiate and document transactions relating to financings secured by mortgage loan servicing and advance reimbursements
    • Understand Freddie Mac’s Single-Family Seller/Servicer Guide (including knowledge of the representations, warranties, covenants and legal remedies set forth in the Guide)

    Qualifications

    Justice in Aging seeks a part-time attorney with a strong commitment to and experience providing legal services for older adults to join our organization. The successful candidate will strengthen legal services delivery to older Americans as part of the National Center on Law and Elder Rights (NCLER), which Justice in Aging administers under a contract with the Administration for Community Living. The attorney will work closely with the Project Manager, Directing Attorney and the entire NCLER team to provide technical assistance, training, and resource support to legal assistance developers, legal services attorneys, and the aging and disability network. The location for this position is Washington, D.C., Los Angeles, or Oakland, CA. Exceptional candidates in other locations will also be considered.

    Justice in Aging uses the power of law and our expertise in safety net programs like Medicare, Medicaid, Social Security, and SSI to fight senior poverty. Founded as a legal services back-up center in 1972, we have a rich tradition of supporting legal services providers who serve older adults with the greatest social and economic needs. The National Center on Law and Elder Rights (NCLER) is a new national resource center for the legal services and aging and disability networks, focused on the legal rights of older adults. Providing webinars, trainings, written materials, and case consultations, NCLER is a one-stop resource for professionals serving older adults with the greatest economic and social needs. We are seeking an experienced attorney to help us ensure older adults receive the high quality legal services they require to see their doctor, keep a roof over their head, have food on the table, and live safely and in dignity.

    Requirements

    Compensation:

    Expected salary for this position will range from $45,000 to $55,000 based on a fixed salary scale, for work performed on a half-time basis.     DESCRIPTION OF DUTIES: The Criminal Section prosecutes adults who commit certain types of offenses within the District of Columbia. Specifically, the Section prosecutes all traffic offenses, including impaired driving, quality of life offenses, certain types of fraud matters against government agencies, and other offenses the D.C. Code designated to OAG’s prosecutorial authority. The Public Safety Division is seeking candidates for the position of Trial Attorney/Driving under the Influence (DUI) Prosecutor for the Criminal Section. The selected candidate will work under the supervision of the Section Chief and Assistant Section Chiefs to enhance the Section’s prosecutions of impaired drivers.

    The Assistant Attorney General/DUI Prosecutor will maintain a caseload comprised of the most serious DUI matters, focusing on those cases that involve the highest alcohol scores, impairment by drugs, major crashes and fatalities, children in the vehicle, commercial drivers, and/or repeat offenders. The individual selected for this position will work with the Traffic Resource Safety Prosecutor (TSRP) and three other DUI Prosecutors to serve as the Criminal Section’s experts on impaired driving issues, to coordinate with law enforcement on impaired driving investigations, and to coordinate the training of other Criminal Section prosecutors and of law enforcement personnel.

    QUALIFICATIONS: The successful candidate should have prior criminal litigation experience. The candidate must have at least one year of trial experience to qualify for Grade 12 Step 1, and 12 years of trial experience for Grade 13 Step 8. Knowledge of D.C. Superior Court is desirable but not required. Experience in trying cases related to impaired driving is strongly preferred.

    ELIGIBILITY: The successful candidate must have a law degree and be an active member in good standing of the bar of any jurisdiction. If not a member of the District of Columbia Bar, the candidate must be sworn into the District of Columbia Bar within 360 days of his/her initial appointment with the Office of the Attorney General for the District of Columbia.

    OTHER INFORMATION: The selected candidate will be subject to a background investigation including reference checks.
