    DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia is seeking a trial attorney for the Family Services Division, Child Protection Section. Attorneys in the Child Protection sections represent the District of Columbia on behalf of the Child and Family Services Agency (CFSA) in child abuse and neglect cases in the Family Court of the D.C. Superior Court. There are four Child Protection sections. Attorneys in these sections handle all aspects of child neglect litigation on behalf of the District and CFSA, from petitioning through the achievement of permanency. Attorneys are responsible for petitioning new cases alleging child abuse or neglect, propounding and/or responding to discovery, filing and/or responding to pre-trial motions, participating in mediation, preparing witnesses to testify at trial, and presenting evidence at trial. The attorneys also represent CFSA post-adjudication with the goal of ultimately securing a safe and permanent home for children through reunification, adoption or guardianship. In the post-adjudication phase of a neglect case, attorneys are responsible for representing CFSA at review of disposition, status and permanency hearings, participating in evidentiary hearings, filing motions and responsive pleadings. In addition, the attorneys provide advice and counsel to social workers and other professionals from CFSA regarding compliance with local and federal law, participate in team meetings as necessary, and work with various multi-disciplinary team members. Attorneys simultaneously maintain a trial caseload and post-adjudication caseload. The successful candidate must possess strong negotiation, litigation and analytical skills. A demonstrated commitment to work in the area of child welfare is preferred, but not required.

    DESCRIPTION OF DUTIES: Youth involved in the juvenile justice system present myriad issues that may contribute to their court involvement. The District of Columbia Office of Attorney General seeks a creative and motivated trial attorney for the Juvenile Section of its Public Safety Division, which handles all juvenile prosecutions in the District of Columbia and cases involving delinquency offenses. The Section has jurisdiction to charge a juvenile for any criminal offense under the D.C. Code, Federal Code, or D.C. Municipal Regulations. Section attorneys work closely with other juvenile justice stakeholders to make appropriate charging decisions, interact with victims and witnesses, evaluate appropriate dispositions for involved juveniles, and litigate appropriate cases in the Superior Court’s Family Division. The selected attorney will manage a caseload involving juvenile offenders and be expected to both litigate and develop comprehensive rehabilitative resolutions that will ensure the public safety. Trial attorneys engage in all aspects of criminal litigation, including interviewing and preparing for testimony police and civilian witnesses, making charging decisions, researching, writing and litigating motions, managing all aspects of a trial calendar from intake through sentencing, and conducting community outreach. 


    QUALIFICATIONS: The candidate must have one to five years of trial experience, the ability to work across disciplines, and the ability to work with a high degree of independence. The ideal candidate should also have a demonstrated commitment to work in the area of prosecution, with a sincere passion for seeking justice including through treatment courts and creative resolutions.     DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia is seeking a trial attorney for the Public Advocacy Division. The Public Advocacy Division investigates and litigates civil enforcement cases against companies and individuals that engage in unlawful commercial activity causing harm to the public or harm to the District Government itself. The Division prosecutes a wide range of cases, including cases seeking damages or injunctive relief for violations of the antitrust, consumer protection, anti-fraud, nonprofit, and charities laws. Recent enforcement actions have addressed a wide range of public interest issues, including diversion of funding from public charter schools, misuse of District grant funds, online lending to consumers, and airline competition at Reagan National Airport. The successful candidate will prosecute a range of public interest cases, with an emphasis on enforcement of District and federal antitrust laws. Some of the work will involve participation in multi-state groups of assistant attorneys general that investigate, litigate, or resolve antitrust or consumer protection issues on a national scale. Other enforcement work will focus on “local” issues pertaining specifically to commercial activity in the District.     Introduction

    The mission of the Office of the Inspector General (OIG) is to promote economy, efficiency, and effectiveness in the programs and operations of the District of Columbia government. In carrying out its mission, the OIG, among other things, strives to detect, investigate, and deter mismanagement, fraud, waste, and abuse in the District government by means of audits, inspections, and investigations. Because any government will not be any more responsible or effective in performing its duties than those who participate in that government either directly or indirectly, the OIG relies heavily on the vigilance, assistance and involvement of all, including District government employees, private citizens, and the press and media in carrying out its mission

    The D.C. Office of the Inspector General (OIG), Medicaid Fraud Control Unit (MFCU) is seeking candidates for an attorney advisor position.  The incumbent will have primary responsibility for a large caseload of health care fraud and abuse and neglect cases.  


    Major Duties

    The successful candidate will be responsible for leading teams of investigators and auditors in fraud investigations involving providers in the D.C. Medicaid system, and in matters of abuse and neglect, sexual assault, and theft involving vulnerable citizens. The attorney will interact with federal, state and local government partners in the course of investigating and prosecuting cases and will need to analyze and summarize findings related to claims submitted to the D.C. Medicaid program.  The attorney will co-prosecute criminal and civil matters with the United States Attorney’s Office for the District of Columbia.

    The successful candidate must be organized, flexible, detail-oriented, capable of operating independently with minimal supervision, and interested in acquiring new skills to assume greater responsibilities.
     
    The successful candidate must be able to prepare and edit all written work that is free of technical errors and properly formatted; prepare all written work in accordance with deadlines set by supervisors and colleagues; have a demonstrated ability to organize and manage a large caseload at least partially comprised of complex criminal matters; and have a demonstrated ability to independently make strategic decisions regarding case development and/or resolution.  

    Possess strong analytical skills’ the ability to exercise sound judgement.

    Performs other related duties as assigned.


    Ranking Factors

    1. Thorough knowledge of District of Columbia and federal laws, Federal Rules of Criminal Procedure, the Rules of Evidence, Rules of Civil Procedure, the District of Columbia False Claim Act, the laws governing search and seizure, and the laws, policies, regulations, and policy transmittals applicable to the operation of Medicaid Fraud Control Units.
    2. Thorough knowledge of generally accepted investigative techniques, including but not limited to the use of administrative subpoenas, interviews, grand jury subpoenas, surveillance, cell phone record preservation requests, consensual telephone and non-telephone monitoring, wiretaps, pen registers, mail covers, undercover operations, confidential informants and witnesses, document examination, review of financial records, claims data analysis, search warrants, arrest warrants, and indictments.
    3. Demonstrated ability and legal experience handling the pre-trial, trial, and/or post-trial stages of white collar crime litigation and/or complex financial civil actions.
    4. Experience in qualitative and quantitative analytic methods and techniques to analyze data, and to identify and isolate controlling legal issues from complex factual situations.
    5. Experience reviewing and analyzing complex financial transactions, Medicaid claims data, patient records, memoranda of interviews, and other relevant documents to determine if criminal or civil prosecution can be sustained on the evidence, and supervising the collection of information necessary for the conduct of litigation.

    Other Significant Facts

    Must possess law degree and must either be a member of or eligible for waiver into the District of Columbia Bar.  


    The successful candidate should also have excellent legal research and writing skills, including at least three (3) years of criminal/ civil experience.  


    This position is an Excepted Service Appointment.  OIG employees serving in Excepted Service positions serve at the pleasure of the Inspector General

    DHCF is responsible for administering the District’s Medicaid program, the Health Care Alliance Program and any other publicly-funded health care insurance programs. The agency has responsibility to  coordinate with the U.S. Department of Health and Human services, Centers for Medicare and Medicaid Services on all waivers, State Plan amendments, grants and other opportunities to maximize federal assistance and fulfill the purposes of the Department; coordinate with other District government agencies to ensure effective and efficient use of Medicaid dollars; and cooperate with other District agencies to ensure coordinated health care access and delivery for publically funded health care services.   

    The Medicaid benefits package is broad. As a program designed to provide health care coverage to individuals with diverse needs will necessarily have to cover a wide range of services. A key component of DHCF is to ensure that services provided are medically necessary, supported by clinical guidelines and appropriate.   The candidate will be responsible for representing DHCF in administrative hearings and legal proceedings concerning DHCF, Medicaid and other health care benefit programs; researching and providing legal analysis of rules, memoranda, legislation, and other legal documents related to the Medicaid, Alliance and  other health care programs. The candidate will also be responsible for providing legal and clinical guidance on District laws, rules and policies implementing the provision of Medicaid covered services; assisting in the review and development of new programs; and assisting in the review and development of State Plan amendments, Waivers and attendant rules.

    Collective Bargaining Unit: This position is in the collective bargaining unit represented by AFGE Local 1403 and you may be required to pay an agency service fee through direct payroll deduction.

    Tour of Duty: Monday – Friday 8:15 am – 4:45 pm

    Qualifications
    The successful candidate for this position should have a clinical background and significant experience in review of Medicaid policies, rules and other legal documents related to the Medicaid and Alliance program and knowledge or experience with health care law.  In addition, the candidate should have the following qualifications:

    • Substantial skill in the analysis and resolution of difficult legal issues in an orderly, systematic, and effective manner;
    • Skill in interpreting and applying applicable laws, regulations and practices, including agency policies and relevant judicial decisions;
    • Skill in identifying and isolating controlling legal issues from complex factual situations;
    • Skill in applying sound judgment in the review and analysis of matters, and deriving logical conclusions; and
    • Skill in communicating precisely and effectively, both orally and in writing.

    The ideal candidate is detail oriented, flexible, and possesses strong analytical skills and the ability to work independently.         

    Licensure, Certifications and other requirements
    Must have a law degree and be an active member in good standing of the bar of any jurisdiction. It not a member of the District of Columbia Bar, the candidate must be eligible for waiver into the District of Columbia Bar and sworn in within 360 days of his/her appointment.    
     
    Education
    Must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the bar. Must remain a member of the DC Bar in good standing throughout tenure as Attorney.

    Work Experience 
    To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

    DESCRIPTION OF DUTIES: Challenges facing today’s criminal justice system require innovative and unique solutions. As a result, the Office of the Attorney General seeks a highly motivated and creative trial attorney to join its dynamic Criminal Section team. The selected trial attorney will manage a caseload that gives the attorney tremendous responsibility and opportunity to sharpen his or her litigation skills in court and learn to thrive in a fast-paced environment. This position presents an excellent opportunity for an attorney with passion for fairness and justice to shape solutions in our criminal justice system that make our communities safe and strong. The Criminal Section prosecutes adults who commit certain types of offenses within the District of Columbia, including all adult misdemeanor traffic and quality of life offenses. Specifically, the Section prosecutes all alcohol and drug impaired driving cases, certain firearm offenses, quality of life offenses such as indecent exposure to adults and children, as well as tax and welfare fraud matters. Duties include interviewing and preparing police and civilian witnesses; making charging decisions; researching, writing, and litigating motions; and managing all aspects of a trial calendar from intake through sentencing, including bench and jury trials. The Public Safety Division management is dedicated to extensive training and support for its attorneys and provides an atmosphere where attorneys learn to exercise discretion and sound judgment while promoting growth, ethics, confidence, and strong trial skills trial. Attorneys in this Section are designated as essential employees.

    DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia is seeking candidates for the position of Deputy Attorney General in the Public Safety Division (“PSD”). PSD includes the juvenile prosecution, adult criminal prosecution, domestic violence and mental health sections. Additionally, the Senior Counsel for Juvenile Justice reports to the Deputy as to restorative justice laws and policy. Together, the Deputy Attorney General and the Assistant Deputy Attorney General for PSD oversee the management and operations of a Division comprised of approximately 50 attorneys and 10 paraprofessional staff in four litigating Sections. The four (4) Section Chiefs and five (5) Assistant Section Chiefs manage the day-to-day operations of their respective units, but report to the Deputy Attorney General and the Assistant Deputy Attorney General. The Deputy Attorney General also directly supervises the Assistant Deputy Attorney General. The Juvenile Section is responsible for almost all juvenile delinquency prosecutions in the District of Columbia. The Criminal Section prosecutes adults who commit certain types of misdemeanor offenses within the District of Columbia including, impaired driving, firearms, traffic, and quality of life, as well as tax and welfare fraud. The Deputy assists in the supervision of all work conducted throughout the Division, (1) assisting in the direct supervision of the three Section Chiefs; and the Division’s Senior Assistant Attorney General, and one support staff personnel; (2) assisting the Section Chiefs as needed in the day-to-day operations of their respective units; (3) establishing policies and procedures for the Division, as well as advising the Attorney General and other senior government officials regarding public safety, law enforcement and related issues; (4) serving as a backup supervisor for the Division’s attorneys in the absence of any Section Chief or Assistant Section Chief; (5) responding to press inquiries upon request of the PIO; (6) providing training and other support for the Section Chiefs, attorneys and paraprofessional staff; (7) reviewing and evaluating major cases and making plea or settlement recommendations or authorizing pleas or settlements; (8) drafting legislation and testimony regarding pending legislation; (9) negotiating and drafting memoranda of understanding with other District agencies; (10) preparing reports; (11) meeting with and advising high-level government officials, including members of the DC Council and their staff; (12) serving as part of OAG’s senior management team on various agency-wide issues, including participation in agency committees; (13) preparing performance evaluations; (14) performing liaison functions with the D.C. Superior Court, the United States Attorney’s Office for the District of Columbia, the Mayor’s Office, the Metropolitan Police Department, and a host of other agencies with whom Division attorneys routinely interact; and (15) dealing with personnel-related issues. 


    QUALIFICATIONS: The successful candidate must have supervisory experience, strong interpersonal skills, and effective oral and written communication skills. In addition, the candidate must possess strong managerial and organization skills, substantive knowledge of some or all of the practice areas in the Division and litigation experience. The ideal candidate should also have a working knowledge of the operations of the District government and the ability to manage in a fast-paced litigation-oriented environment. The position is an at-will appointment by the Attorney General of the District of Columbia. The position is in the Senior Executive Attorney Service (SEAS), with compensation set by the Attorney General on the LX-2 pay scale using a multitude of factors, including prior managerial experience. The selected candidate is required to be a resident of the District of Columbia within 180 days of appointment and remain a District resident during the tenure of the appointment.
