    DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia is seeking candidates for the position of Deputy Attorney General in the Public Safety Division (“PSD”). PSD includes the juvenile prosecution, adult criminal prosecution, domestic violence and mental health sections. Additionally, the Senior Counsel for Juvenile Justice reports to the Deputy as to restorative justice laws and policy. Together, the Deputy Attorney General and the Assistant Deputy Attorney General for PSD oversee the management and operations of a Division comprised of approximately 50 attorneys and 10 paraprofessional staff in four litigating Sections. The four (4) Section Chiefs and five (5) Assistant Section Chiefs manage the day-to-day operations of their respective units, but report to the Deputy Attorney General and the Assistant Deputy Attorney General. The Deputy Attorney General also directly supervises the Assistant Deputy Attorney General. The Juvenile Section is responsible for almost all juvenile delinquency prosecutions in the District of Columbia. The Criminal Section prosecutes adults who commit certain types of misdemeanor offenses within the District of Columbia including, impaired driving, firearms, traffic, and quality of life, as well as tax and welfare fraud. The Deputy assists in the supervision of all work conducted throughout the Division, (1) assisting in the direct supervision of the three Section Chiefs; and the Division’s Senior Assistant Attorney General, and one support staff personnel; (2) assisting the Section Chiefs as needed in the day-to-day operations of their respective units; (3) establishing policies and procedures for the Division, as well as advising the Attorney General and other senior government officials regarding public safety, law enforcement and related issues; (4) serving as a backup supervisor for the Division’s attorneys in the absence of any Section Chief or Assistant Section Chief; (5) responding to press inquiries upon request of the PIO; (6) providing training and other support for the Section Chiefs, attorneys and paraprofessional staff; (7) reviewing and evaluating major cases and making plea or settlement recommendations or authorizing pleas or settlements; (8) drafting legislation and testimony regarding pending legislation; (9) negotiating and drafting memoranda of understanding with other District agencies; (10) preparing reports; (11) meeting with and advising high-level government officials, including members of the DC Council and their staff; (12) serving as part of OAG’s senior management team on various agency-wide issues, including participation in agency committees; (13) preparing performance evaluations; (14) performing liaison functions with the D.C. Superior Court, the United States Attorney’s Office for the District of Columbia, the Mayor’s Office, the Metropolitan Police Department, and a host of other agencies with whom Division attorneys routinely interact; and (15) dealing with personnel-related issues. 


    QUALIFICATIONS: The successful candidate must have supervisory experience, strong interpersonal skills, and effective oral and written communication skills. In addition, the candidate must possess strong managerial and organization skills, substantive knowledge of some or all of the practice areas in the Division and litigation experience. The ideal candidate should also have a working knowledge of the operations of the District government and the ability to manage in a fast-paced litigation-oriented environment. The position is an at-will appointment by the Attorney General of the District of Columbia. The position is in the Senior Executive Attorney Service (SEAS), with compensation set by the Attorney General on the LX-2 pay scale using a multitude of factors, including prior managerial experience. The selected candidate is required to be a resident of the District of Columbia within 180 days of appointment and remain a District resident during the tenure of the appointment.

    DESCRIPTION OF DUTIES: The Public Safety Division of the Office of the Attorney General for the District of Columbia is seeking a trial attorney for the Mental Health Section. The Mental Health Section represents the Department of Behavioral Health prosecuting involuntary civil commitment cases and guardianship cases.     DESCRIPTION OF DUTIES: The Office of the Attorney General for the District of Columbia seeks an experienced trial attorney for Section II of its Civil Litigation Division. The Civil Litigation Division defends the District of Columbia in civil lawsuits filed in the Superior Court of the District of Columbia and the U.S. District Court for the District of Columbia in which plaintiffs seek money damages and/or individual injunctive relief. The cases primarily are in the areas of personal injury (automobile, police false arrest, assault and battery, slip and falls, inmate claims and medical malpractice), claims filed under the D.C. Whistleblower Protection Act and the D.C. Human Rights Act (DCHRA), federal constitutional civil rights claims (e.g., Fourth Amendment claims involving alleged unlawful arrest and excessive force), and employment discrimination claims arising under local or federal law (e.g., sexual harassment and/or discrimination based upon race, gender, or sexual orientation under the DCHRA, Title VII, the American With Disabilities Act, Age Discrimination in Employment Act, etc.). In addition, the attorney in this position will also be required to defend cases brought under the Individuals with Disabilities Education Act (IDEA). The successful candidate will defend the District of Columbia and its executive level agencies, officials, and employees acting within the scope of their employment. The successful candidate will have an individual caseload of approximately twenty-five active civil cases and may work on various litigation teams. The incumbent will file pleadings, conduct and respond to written discovery, conduct and defend depositions, file and respond to procedural and dispositive motions, negotiate settlements, and conduct trials and contested hearings. There is substantial contact with client agencies and individual clients. The position requires significant civil litigation experience. Prior civil litigation experience must include trials or evidentiary hearings, motions and discovery practice, taking and defending depositions, and a thorough knowledge of the Federal Rules of Civil Procedure. Significant experience in one or more substantive areas where the Division practices (e.g., civil rights law and municipal liability, employment discrimination/whistleblower claims, or personal injury tort defense) is desired. 


    QUALIFICATIONS: Candidates must have a minimum of 3 years’ civil litigation experience. The successful candidate must have excellent research and writing skills, extensive experience in conducting discovery, including expert discovery, and all aspects of pretrial civil practice, and civil jury trial experience. The candidate must be able to handle multiple deadlines in a fast-paced environment, and be a self-starter. Prior judicial clerkship experience is highly desirable but not required.

    American University, Washington College of Law is seeking applications for Practitioners-in-Residence for academic year 2017-18 in two of our in-house clinics: Civil Advocacy Clinic and Immigrant Justice Clinic. American University’s in-house, “live-client” Clinical Program, comprising ten (10) in-house clinics and serving approximately 220 students per year, is respected for its leadership in scholarship, development of clinical methodology, contributions to increasing access to justice for under-served clients and breadth of offerings.

     

    The Practitioner-in-Residence Program, created in 1998, is a program designed to train lawyers or entry-level clinicians interested in becoming clinical teachers in the practice and theory of clinical legal education.  Many graduates of the Practitioners-in-Residence program (over 25) have gone on to tenure-track teaching positions at other law schools. Practitioners supervise student casework, co-teach weekly clinic seminars and case rounds, and engage in course planning and preparation with the clinic’s tenured faculty. They also teach a course outside of the clinical curriculum.  The Practitioner-in-Residence Program provides full-year training in clinical theory and methodology and a writing workshop designed to assist Practitioners in the development of their clinical and doctrinal scholarship.

    Capital Area Immigrants’ Rights (CAIR) Coalition

    Job Opportunity: Senior Attorney, Detained Children’s Program


    CAIR Coalition is the only non-profit organization in the Washington, D.C. area with a legal services program focused on assisting immigrants detained by Immigration and Customs Enforcement in Virginia and Maryland, and unaccompanied immigrant children held in the custody of the Office of Refugee Resettlement in Virginia. We are seeking a senior attorney in our Detained Children’s Program. The Senior Attorney will focus on provision of direct legal services to detained and released unaccompanied immigrant children, recruitment and mentoring of pro bono attorneys, and training and outreach. This position reports to the Director of the Detained Children’s program.


    Responsibilities include:

    • Detention work: Conducts regular visits with unaccompanied immigrant children detained in Virginia. Performs Know-Your-Rights presentations and conducts individual intakes with unaccompanied immigrant children at the detention facility. Provide necessary follow-up after intakes to evaluate detainees’ eligibility for relief.  Follow-up may include performing legal research, securing criminal/juvenile delinquency records and obtaining additional information from family members.

    • Direct legal services: Manage a case load of in-house and pro bono mentorship cases including Special Immigrant Juvenile Status, asylum, U and T visa cases. This includes representation before USCIS and the Arlington and Baltimore Immigration Courts. Appear as “friend of the court” for minors appearing on the juvenile docket at the Immigration Court in Arlington, Virginia. Maintain and develop relevant stakeholder relationships.
    • Pro Bono Services: Provide training to pro bono attorneys and conduct relevant outreach. Mentor teams of pro bono attorneys on cases through the life of the case. Assist in the development and maintenance of resources for pro bono teams.
    • Supervisory responsibilities: Supervise legal assistants, staff attorneys, and legal interns on a regular basis. Review written work product and provide feedback. Conduct weekly supervisory meetings with supervisees to review workload, case questions and provide administrative supervision.

    Requirements:

    • JD and relevant experience in family law and/or immigration law. Must have experience in representing immigrant youth.
    • Must be licensed to practice law in Maryland or Virginia
    • Written and oral Spanish fluency required.
    • Driver’s license required.
    • Must be able to pass a required background check.
    • Prior supervisory experience

    Salary and Benefits:

    The Democratic staff of the Senate Permanent Subcommittee on Investigations (PSI), the chief investigative subcommittee of the Committee on Homeland Security and Governmental Affairs, is offering an unpaid legal clerkship to a current law student or recent law graduate for the Spring of 2017.  The law clerk will participate in a variety of projects, including conducting legal research, drafting letters and document requests, as well as preparing memoranda and materials for subcommittee hearings.     This fellowship, beginning at the end of January 2017, is a 12 month work experience, with the opportunity to extend for an additional year, where the selected fellow will work on research and legal education programs and special initiatives that will directly contribute to the work of this country’s leading diversity and inclusion organization in the legal profession. 


    We are seeking applicants with an aptitude and interest in both research and programming, as demonstrated by their academic and professional experiences. Responsibilities will include research and research-related tasks on various projects and initiatives in the areas of diversity and inclusion in law firms, corporate legal departments, the judiciary and others areas of the profession as identified. The fellow will assist in developing, writing and editing research reports for publication on a wide variety of platforms. The successful fellow must have excellent writing and research skills, and the ability to summarize large amounts of information accurately, concisely and clearly. Duties will also include tasks related to the development of education programs and initiatives in the areas of continuing legal education, professional development programs, and diversity/inclusion training. The fellow must be able to work collaboratively with other team members and organizational partners and a willingness to roll up their sleeves and do what is necessary to complete a project and/or execute a successful program. 


    The fellowship is a full-time salaried position, with benefits and may require some travel. The fellowship is based in Washington D.C. 


    Minimum Requirements: 


     Recent or pending completion of a Juris Doctorate degree from an ABA accredited law school or equivalent post-graduate degree in the social sciences. 


     Ability to work independently, with minimum supervision and be accountable for the accuracy of data and efficacy of programs. 


     Proficiency in software applications such as Microsoft Office (specifically Excel and Word). Proficiency in web-based programs such as Survey Monkey is a plus. 


     Knowledge of various citation methods (specifically Bluebook). Knowledge of AP and Chicago Manual of Style are a plus.
