    Position Summary

    This is a newly created position that requires an innovative thinker interested in developing and implementing a program to support increased nonprofit involvement in electoral activities, including voter mobilization and ballot measure efforts. The 2016 election cycle offers many opportunities for organizations to mobilize and educate voters, candidates, and policymakers, and we want to significantly increase our ability to help nonprofits be smarter, bolder, and more effective in their electoral work. The Elections Counsel will play an a vital role in educating groups (and their funders) to maximize 501(c)(3) advocacy activities, smartly collaborate with non-c3s, and consider establishing 501(c)(4)s. In addition, this position will work to strengthen and expand a more robust 501(c)(4) infrastructure allowing organizations to have a greater impact in elections.

    The position will be part of AFJ’s Bolder Advocacy Initiative. The Elections Counsel reports to the Bolder Advocacy Legal Director in Washington, DC.


    Responsibilities

    • Develop resources (such as fact sheets, articles, op-eds, case studies, sample documents, best practices tool kits) for affiliated c3 and c4 organizations, public charities considering establishing affiliated c4s, c4s, and funders.
    • Convene c4s to discuss best practices, resource needs, trends, and key questions.
    • Work with funders and potential funders to encourage more c4 funding.
    • Participate in federal tax and federal election law public policy and other subjects as they may arise, including lobbying, preparing regulatory comments, and writing occasional amicus briefs.
    • Collaborate with other organizations to deliver appropriate program content.
    • Work with AFJ’s California, Texas, and DC staff on program activities and special events.
    • Conduct workshops for nonprofit organizations and foundations on federal tax and federal election rules governing their ability to participate in public policy. Also be active in the publicity/outreach needed to produce the desired audience for workshops.
    • Provide technical assistance to nonprofits and foundations on federal tax and federal election law.
    • Represent the organization at conferences of nonprofits and foundations.
    • Other duties as assigned.

    Qualifications

    • Law degree, bar membership and at least 2-5 years of experience as a practicing attorney or advocate working with c4 organizations.
    • Knowledge of federal tax and election law; some familiarity with state lobbying and elections law and experience lobbying for a nonprofit a plus.
    • Experience conducting training programs and working with coalitions.
    • Experience with lobbying or nonprofit advocacy programs preferred
    • Excellent oral and written communications skills, including the ability to write clearly and quickly.
    • Strong collaborator, and able to adapt quickly to changing situations.
    • Travel approximately 40-50 days per year.
    • Ability to work with a wide range of individuals and interests.
    • Excellent interpersonal skills.
    • Highly organized and detail oriented.

    The D.C. Bar Pro Bono Program has an opening for a Managing Attorney (MA).  The Managing Attorney (MA) plans and oversees legal clinics and other projects for the Pro Bono Program to deliver pro bono legal information, advice and representation to low-income individuals in the District of Columbia, and has substantive expertise in consumer and/or housing law.  This position supervises the Program Specialist (PS).  The MA reports to the Assistant Director, D.C. Bar Pro Bono Program (AD-PBP).

     

     

    Under the Bar’s compensation structure, this position is in the Legal Job Family at the Manager/ Lead Specialist Level.  This is an exempt position.  Salary is commensurate with experience. The D.C. Bar Pro Bono Program has an excellent benefit package.

    Duties  The incumbent will be responsible for a full attorney caseload in the Public Advocacy Section, focusing on civil enforcement actions against failures to pay, including fraudulent failures to pay, required tuition for non-resident students who have attended public schools in the District of Columbia.  These actions will include actions under the False Claims Act for treble damages and civil penalties, as well as collection actions under the Non-Resident Tuition Act.  Duties will extend to all aspects of civil enforcement at the trial court level, including investigating the residency of students for whom tuition has not been paid, evaluating allegations of fraud, drafting complaints for filing in the D.C. Superior Court, conducting formal and informal discovery, drafting motion papers, arguing motions, trying cases, and negotiating settlements.  Some of the assigned cases will be complex, involving multiple defendants, numerous witnesses, and extensive discovery.

    The successful candidate must have a law degree and be an active member in good standing of the bar of any jurisdiction.  If you are not a member of the District of Columbia Bar, you must be sworn into the District of Columbia Bar within 360 days of your initial hire as an attorney with the bar.  Successful candidate must have strong research and writing skills; excellent organizational skills and the ability to work in a faced-paced environment;  1-2 years of prior litigation experience preferred.

    The Public Safety Division of the Office of the Attorney General for the District of Columbia is seeking a trial attorney for the Criminal Section.  The Criminal Section prosecutes adults who commit certain types of offenses within the District of Columbia.  Specifically, the Section prosecutes all adult misdemeanor traffic offenses, including impaired driving cases and cases involving individuals who flee after accidents; quality of life offenses, including all offenses relating to providing alcohol to minors and possession of false identification to purchase alcohol, as well as indecent exposure, unregistered firearms, and unlawful possession of ammunition.  Duties include interviewing and preparing police and civilian witnesses; making charging decisions; researching, writing, and litigating motions; and managing all aspects of a trial calendar from intake through sentencing, including bench and jury trials.

     

    The successful candidate must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the bar.   The successful candidate must have a law degree and be an active member in good standing of the bar of any jurisdiction.  If you are not a member of the District of Columbia Bar, you must be sworn into the District of Columbia Bar within 360 days of your initial hire as an attorney with the bar.  Prior criminal prosecution experience is preferred, but not required.  Candidates with clerkship experience or with a strong unrelated background and a commitment to prosecution will also be considered.
