    The Incumbent is responsible for providing legal advice to the DC Department of Insurance, Securities and Banking.
     As Deputy General Counsel, DISB, the incumbent would be responsible for the administration, direction, and management of a wide range of legal areas encompassing legal advice, legislative and regulatory development and enforcement actions.  Substantive areas of responsibility include legal work, except litigation before the civil courts; drafting and analyzing pending and proposed legislation, regulations, and policies pertaining to DISB’s regulatory and enforcement authorities; the Freedom of Information Act; Union/labor relations, and employee disciplinary actions; preparing letters and memoranda; and legal work, except litigation before the civil courts, pertaining to DISB’s regulatory and enforcement authorities.     The applicant should have extensive skills in interpreting and applying applicable laws, regulations and practices, including agency policies and relevant judicial decisions and comprehensive skills in analysis and resolution of difficult legal issues in an orderly, systematic and effective manner and extensive skills in applying sound judgment in review and analysis of matters assigned.  The applicant must have the ability to articulate concerns and positions on extremely sensitive issues both orally and in writing and should have a broad range of knowledge of general administrative and management principles, practices and techniques; and have the skill in applying this knowledge and the ability to assume responsibilities of administrative and managerial functions.  It would be a plus if the applicant possessed demonstrated knowledge of Federal and State banking and financial services law, insurance and financial services laws or securities law, agency policies, regulations and procedures , as well as federal and state laws related to the functions of DISB.  The applicant should also have some knowledge of consumer protection laws related to insurance, securities or banking, including the Dodd-Frank Act, the Truth and Lending Act, the Equal Credit Opportunity Act, the Fair Housing Act, the Real Estate Settlement Procedures Act, Secure and Fair Enforcement for Mortgage Licensing Act, and the Community Reinvestment Act.
     
    As this is a management level position, it would be a plus if the applicant had demonstrated experience managing a staff of attorneys and administrative support staff, directing the daily activities of such staff and evaluating the performance of such staffs.  The successful candidate must have a law degree and must either be a member of or eligible for waiver into the District of Columbia Bar.  If a candidate is selected and is not a member of the District of Columbia Bar, he/she must apply for membership and show proof such application prior to commencement of employment.     CHIEF, NEIGHBORHOOD & VICTIM SERVICES SECTION

    The Public Safety Division of the Office of the Attorney General for the District of Columbia is seeking candidates for the position of Chief for the Neighborhood & Victim Services (NVS) Section.  The Chief is responsible for overseeing the day-to-day operations of NVS, which provides a variety of litigation and other legal services, community outreach, and victim and witness services.
     
    The NVS Section Chief will supervise paralegals, attorneys, and Victim-Witness Program Specialists.  The attorneys are responsible for:  (1) providing legal assistance in a broad number of areas to the eight Wards in the District of Columbia; (2) working with the Metropolitan Police Department (MPD), Department of Consumer and Regulatory Affairs (DCRA), and other law enforcement agencies to address nuisance properties (both through agency administrative enforcement actions and/or litigation initiated by NVS) in District neighborhoods; (3) investigation and litigation of nuisance property cases under various criminal and civil statutes, including violations of the construction codes, housing codes, and fire codes, as well as cases brought under the Drug Related Nuisance Abatement Act, the Residential Drug-Related Evictions Act, the vacant property registration laws, and other available laws; and (4) serving as OAG’s primary liaison to the community.
     
    The Victim-Witness Program Specialists are responsible for providing referral and support services to victims and witnesses in juvenile delinquency cases brought by OAG’s Juvenile Section and limited cases by OAG’s Criminal Section.  They also serve as a liaison between the prosecutors (AAGs) and victims and witnesses.
     
    The responsibilities of the Chief of NVS include, but are not limited to:
        
    ·    Hiring, training, supervision, evaluation, and discipline (if necessary) of all Section staff, under the direction of the Deputy;
    ·    Establishing litigation priorities, in consultation with the Deputy, and assigning nuisance property matters accordingly;
    ·    Supervising trial attorneys in all aspects of civil and criminal nuisance property prosecutions, including working closely with DCRA and MPD during the pre-filing investigative stage;
    ·    Reviewing and approving pleadings, motions, memoranda, and correspondence;
    ·    Reviewing litigation outcomes and determining when appellate review is needed;
    ·    In consultation with the Deputy and the Chief of the Juvenile Section, establishing priority areas for Victim-Witness Program Specialists and assigning cases accordingly;
    ·    Regularly monitoring progress of staff in assigned cases and other projects;
    ·    Monitoring compliance of staff with the Attorney General’s Performance Contract requirements, including ensuring full compliance with customer service standards;
    ·    In coordination with the Deputy and other Section Chiefs, planning and/or conducting training for new and experienced trial attorneys and new and experienced Victim-Witness Program Specialists;
    ·    Attending management meetings with or on behalf of the Deputy and the Attorney General as requested, as well as other specific meetings with relevant agencies;
    ·    Attending community meetings, including serving as OAG’s representative;
    ·    Serving as OAG’s representative for any community task forces and committees involving the community, and a number of victim services and other similar interagency groups;
    ·    Working closely with senior staff at MPD and DCRA and other enforcement agencies to address all types of nuisance properties and other issues relevant to neighborhood services;
    ·   Interacting with D.C. Council Members and their staff to ensure that Council Members are kept abreast of efforts and progress by OAG and other agencies to address problems raised by constituents;
    ·    Assisting and supervising in providing legal services, as needed, related to agency functions of improving neighborhood services and safety; 
    ·    Maintaining requisite legal, management, inter-agency, human relations, and labor knowledge and skills; and
    ·    Collecting, maintaining, and disseminating timely, accurate and up-to-date data on the Section’s activities, including collecting and tabulating various statistics representing performance results.
     
    The successful candidate must have a law degree and be a member of the District of Columbia Bar or eligible for waiver into the bar.  The candidate must also have at least 3-5 years practice in criminal prosecution or similar experience dealing with agency-level administrative/regulatory enforcement or civil enforcement work; excellent oral and writing skills; and demonstrated ability to supervise and to direct the day-to-day activities of professional and support staff in a litigation-oriented Section.   Experience in working with a victim advocacy program and/or in dealing with victim related issues and community relations are also strongly preferred.

    The mission of the Office of Cable Television (OCT) is to: (1) regulate the provision of "cable service" in the District of Columbia (as that term is defined by the District's cable television laws); (2) protect and advance the cable service-related interests of the District and its residents; and (3) produce and cablecast live and recorded video and other programming by way of the District's public, educational and government (PEG) cable channels.

    OCT regulates the District's cable service providers by enforcing applicable federal and District cable television laws and regulations (including existing District Cable Franchise Agreements); OCT establishes cable franchise agreements between cable service providers and the District, and it ensures compliance with those franchise agreements; OCT works to facilitate harmonious relationships between District cable service providers and their customers by mediating disputes and enforcing applicable customer service regulations; OCT facilitates open access to the District government through the operation of its government cable channels (e.g., TV-13 and DCN) and its educational cable channel (e.g., DKN); OCT works to create and maintain an economic and regulatory environment that promotes competition in the cable television industry in the District; and OCT works to attract the deployment and maintenance of advanced cable services in the District.

    The General Counsel will assist OCT in its two missions: (i) regulation of cable television in the District of Columbia and (ii) management and production of government cable TV channels 13 and 16.  The General Counsel is the District government’s chief cable TV regulatory officer and is responsible for the negotiation, management, and enforcement of the District’s franchise agreements with Comcast, RCN, and Verizon. The General Counsel is also responsible for the review and negotiation of any new applications for a cable or open video system franchise submitted to the District; and for enforcing the cable television customer service regulations.  The successful candidate must keep abreast of developments in federal cable law as they apply to the District and District residents.  The General Counsel manages one attorney, a paralegal, a consumer services manager, and a cable inspector/engineer.  The General Counsel also works directly with the agency’s Executive Director, Programming Director, and Director of Operations.
     
    The General Counsel handles a variety of matters, including:   (i) drafting legislation, regulations and Council testimony, District government agency reports to the Mayor, and letters to the cable operators and District residents, (ii) negotiating and drafting memoranda of understanding with other District agencies, (iii) participating in meetings with Council members and staff and officials in the Executive Office of the Mayor, (iv) attending regular oversight meetings with Comcast officials, (v) researching the District’s laws and federal and local law on cable television and municipal programming matters, (vi) working with OCT’s consumer services manager and cable inspector on cable television customer service issues and related consumer inquiries, (vii) assisting OCT’s senior management team on various agency legal issues as well as drafting assignments, and (viii) managing the agency’s handling of risk management issues, FOIA requests, and agency performance management issues.
     
    A successful candidate for this position will have must have a J.D. degree, a working knowledge of the operations of District government, knowledge of District and federal cable television, communications and media law, supervisory experience, effective interpersonal skills and excellent research and writing.  A successful candidate should also have working knowledge and/or experience in EEO law.   The selected candidate must be a resident of the District of Columbia, or must move into the District within 180 days of appointment and remain a District resident as long as he/she holds the position.

    Position Summary:

    About the Office:The Criminal Division of the U.S. Department of Justice is seeking an experienced attorney to be the head of the Forfeiture Unit in the Asset Forfeiture and Money Laundering Section. The position falls under the general supervision of the Chief and the Principal Deputy Chief.

    The Asset Forfeiture and Money Laundering Section (AFMLS) leads the Department's efforts to take the profit out of crime. The multi-dimensional responsibilities of AFMLS include anti-money laundering enforcement, forfeiture, law development, training, and technical assistance, all done in close cooperation with partners in the United States and abroad. AFMLS also provides oversight, management, and policy development for the DOJ Assets Forfeiture Fund, including returning money to victims and funding to federal, state, and local law enforcement.

    The Forfeiture Unit initiates its own cases and closely partners with other litigating components of the Criminal Division to seek the forfeiture of the proceeds of criminal activity and property used to facilitate criminal activity. The unit is responsible for providing advice and support on the use of criminal forfeiture and for initiating civil in rem actions, rather than criminal prosecutions, to seek the forfeiture of assets. In particular, the unit targets the assets of serious criminal organizations, such as the Mexican drug cartels, to undercut their profit motive and disrupt the criminal organization, while also giving attention to other high priority criminal offenders who engage in criminal activity such as fraud, cybercrime, and the theft of intellectual property.

    Responsibilities and Opportunity Offered: The Deputy Chief of the Forfeiture Unit:

    • Supervises and manages the work of the Unit's attorneys on cases involving civil and criminal forfeiture actions, and ancillary proceedings;
