    Legislative Analyst

    Salary: $87,198 to $113,362 per year

    The Congressional Research Service (CRS) Office of Legislative Information Services (LIS) is seeking two legislative analysts to join its Legislative Analysis and Services Section (LASS). These legislative analysts will contribute to the Office of Legislative Information Services’ mandate to produce legislative information for the United States Congress.

    The legislative analyst applies specialized knowledge in multiple subject areas (e.g., criminal law, environmental law and regulation, international law, etc.) and comprehensive knowledge of the operations, rules, procedures, and organization of the United States Congress to the analysis of Federal legislation. Using these analytical skills, the legislative analyst will write authoritative summaries of Federal legislation in assigned areas. These summaries are mandated by statute and are utilized as authoritative resources by lawmakers, policymakers, academics, and members of the public who are seeking accurate, objective descriptions of both new and amended Federal legislation. Given the variable nature of workloads and congressional focus, successful legislative analysts are able to apply their critical skills to unfamiliar subject areas as needed.

    The legislative analyst must use his or her knowledge of federal law, regulations, legal principles, and specific subject areas to analyze federal legislation in order to determine the legislation's meaning, intent, and impact on existing law. The analyst must perform necessary research on novel issues to inform his or her analysis, as well as to develop the necessary subject matter expertise to improve the quality and timeliness of the summaries. The analyst must draft summaries explaining the changes to current law proposed by legislation in a way that is useful and accessible to both expert and general audiences. This work requires careful attention to specific language in the legislative text to ensure that the summaries are drafted with accuracy, precision, and discernment, as well as with regard for subtle differences in language and meaning. The legislative analyst must also communicate and collaborate with other legislative analysts—and, as needed, with the CRS research community—to continually improve the quality of the work product.

    CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.  CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan.     The Operational Technology Law Unit (OTLU) provides legal policy advice on and real-time operational legal support to on a diverse range of matters pertaining to the FBI's Science & Technology Branch, which includes the FBI Operational Technology Division. OTLU attorneys may be assigned to FBI Headquarters in Washington, DC or FBI facilities located in Springfield, Quantico or Fredericksburg, Virginia. OTLU is responsible for providing legal support and guidance on the development and deployment of technology-based solutions to enable and enhance the FBI's intelligence, national security, and law enforcement operations; the application of scientific, engineering, and technical solutions in order to access, collect, forensically analyze, and exploit information in support of the FBI's intelligence and investigative missions; and the immediate operational and investigative issues involving the collection, processing, and exploitation of scientific, biometric and digital evidence for the FBI and other duly constituted law enforcement agencies. The office also identifies and addresses gaps in legal policy and legislative legal authorities.

    We are looking to hire several attorneys across a range of experience levels: 

    • Attorney (two openings) (Washington, DC; New York City; San Francisco; Santa Monica; or Chicago) 

    To give some background, the NRDC Litigation Team is a group of approximately 30 lawyers and 8 assistants who pursue litigation across a broad range of environmental and public health issues, often in collaboration with and on behalf of communities most impacted by environmental injustices (including Black, Indigenous, and people of color, and low-income and rural communities). Our recent work has included cases to protect the people of Newark, New Jersey and Flint, Michigan, from lead in drinking water; to remediate toxic pollution in the Penobscot River in Maine; and to abate mold in New York City public housing for residents with asthma. We are also proud of our record resisting the Trump Administration’s efforts to dismantle environmental protections. In the past few years, the Litigation Team filed about 91 lawsuits against the administration and won 90 percent of those that have been resolved.  

    We are primarily seeking litigators to join our team; it’s less essential to us that a candidate has environmental experience, and more important that they have an interest in litigation and a commitment to creating a more equitable and just world.
