Job Description: 

Trial attorneys in Office of Constitutional and Specialized Tort Litigation - Vaccine Litigation Staff - represent the interests of the Secretary of the Department of Health and Human Services in all cases filed in the U.S. Court of Federal Claims under the National Childhood Vaccine Injury Act ("Vaccine Act"). The cases involve claims of injury as a result of the receipt of vaccines covered by the Act. The position offers a unique experience in public service and involves trial practice. The legal and medical issues at stake in each case vary. Trial attorneys independently manage heavy caseloads, and while streamlined procedures are utilized, many cases involve complex scientific issues of causation that require employment of experts in medical fields such as pediatrics, neurology, immunology and epidemiology. In cases in which petitioners are found entitled to compensation, the litigation often requires retention and management of experts to develop an appropriate life care plan for the injured party - to include medical treatment, remedial care, rehabilitation, calculation of lost earnings, actuarial projections and structured settlements.

Attorneys appear frequently before the Office of Special Masters in the U.S. Court of Federal Claims, and also appear before the judges of the Court, as well as in the U.S. Court of Appeals for the Federal Circuit when handling appeals. Responsibilities include factual and legal research, medical record review, brief writing, and working with expert witnesses to develop the defense of claims, as well as to address the life care needs of vaccine-injured petitioners. As the majority of cases are resolved through settlement, attorneys also engage regularly in settlement negotiations, including alternative dispute resolution, and drafting settlement memoranda and related documents. Due to a recent increase in cases filed under the Vaccine Act, the office is expanding to address the additional workload.

Duties include but are not limited to the following:

• Directing the work of attorneys engaged in complex and sensitive cases before Administrative Judges of the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board, (MSPB), Federal Labor Relations Authority (FLRA), and the Federal Service Impasses Panel (FSIP) that could establish agency and DOJ-wide precedents.
• Serving as the principal EOIR point of contact for the U.S. Attorney Offices, other DOJ offices and government agencies on legal matters affecting the ELR program and provides guidance and assistance on these issues.
• Providing oral and written and technical legal guidance to key EOIR officials at Headquarters and to offices in the field on all aspects of federal employment law and federal labor-management relations.
• Overseeing the development of case strategy and tactics and the presentation of agency representation from initial complaint or charge until conclusion of the administrative process.
• Representing EOIR in determining whether adverse litigation decisions should be appealed, which may require that the incumbent persuade EOIR officials, Office of Personnel Management, or JMD to appeal the decision deemed unacceptable to the agency.
• Providing technical and administrative supervision for the attorneys and professional staff within the ELR Unit. Plans the work to be accomplished by staff.

Purpose of Position The University of Texas System Office of General Counsel, which advises the UT System’s 14 academic and health-related institutions, seeks a versatile attorney with particular experience in real estate law to provide legal advice, counsel, and representation on real estate matters. Large non-profit organization seeking attorney with business, governance, and intellectual property experience. The Associate General Counsel has first line responsibility for work in several substantive legal areas, and sufficient experience and skill to function and handle many legal matters which require dealing independently with APA employees, APA Board, Council, APA Divisions, APA Committees, outside legal counsel, outside parties and courts. RESPONSIBILITIES:

Mid-Level Electric Associate - Regulatory - Washington, DC

The firm is seeking a mid-level associate (3-6 years of experience) with demonstrated electric regulatory experience. The ideal candidate has aptitude for detailed work on energy regulatory and policy matters, particularly the interpretation and application of the Federal Power Act to wholesale markets and bulk transmission system operations.

Preferred skills and qualifications:
